Overview

The final date and time for the submission of bids is Friday 13th April 2018 at 14:00pm DO NOT apply directly to the buyer. All tender information MUST be submitted through the CCS eSourcing Portal.

Brief Description of Requirement The focus of this study will be R&D 'leverage', meaning, the amount of private sector R&D investment that arises as a result of public sector R&D investment, and which otherwise would not have occurred. In the area of research and innovation there have been a number of studies which find that public investment in R&D crowds in, or 'leverages', private investment in R&D.

The aims of this study are to: 1. Produce a clear replicable methodology for estimating: o the overall UK R&D leverage rate (best estimate with an uncertainty range); o leverage rates (best estimate with uncertainty ranges) for public support for business and for support for universities/research institutions; o leverage rates (best estimate with uncertainty ranges) for different business sectors; o leverage rates (best estimate with uncertainty ranges) for direct support to business and indirect support to business (tax credits) and o leverage rates (best estimate with uncertainty ranges) for comparator countries, such as the US, France, Germany and Japan. 2.
