Overview

NHS England is undertaking early market engagement to inform three separate requirements within the Targeted Prostate Cancer Screening Programme. Preliminary Market Engagement / Early Market Engagement

NHS England is undertaking preliminary market engagement to inform three separate but connected requirements within the Targeted Prostate Cancer Screening Programme. The proposed workstreams are:

PSA laboratory processing and pathway support; 2. prostate MRI reporting; 3. BRCA digital decision resource / website development and evaluation.

Regulations cited

  • Procurement Act 2023

Additional details

The programme is being developed to support targeted prostate cancer screening for men at increased risk, including men with a known pathogenic or likely pathogenic BRCA2 variant. The purpose of this engagement is to understand market capability, potential delivery models, mobilisation requirements, key risks, pricing assumptions, digital and information governance considerations, pathway interfaces and route-to-market options.

The workstreams involve different capabilities and provider markets. NHS England may procure the requirements separately, and different procurement routes may apply to different workstreams.

NHS England is currently assessing the most appropriate route to market for each workstream. Subject to completion of the relevant approvals and assessments, Workstreams 1 and 2 are anticipated to be procured under the Provider Selection Regime where confirmed as being within scope of that regime.

Workstream 3 is anticipated to be procured in accordance with the Procurement Act 2023. This engagement is not a call for competition, does not commence a procurement process, and does not commit NHS England to any procurement, route to market, contract award or level of expenditure.

Participation in this engagement is not required in order to participate in any future procurement process, and non-participation will not prevent participation in any future opportunity. Suppliers may respond to one, two or all three workstreams, depending on their capability and interest.

The Preliminary Market Engagement Notice uses 85100000-0 Health services as the main CPV code because the engagement relates to a targeted screening programme and includes two clinical/diagnostic workstreams. Additional CPV codes have been included to reflect the specific workstreams: PSA laboratory processing and medical analysis, prostate MRI reporting, and digital decision resource / website development. The use of multiple CPV codes reflects the fact that this is one combined market engagement exercise only; the workstreams may be procured separately and may follow different procurement routes following Commercial review.
