Overview

The Chemical, Biological, Radiological and Nuclear Delivery Team (CBRN DT) within the UK Ministry of Defence (MOD) has extended a single source Contract with Bruhn Newtech Ltd (BNT Ltd) for the support of Biological, Radiological and Chemical (BRaCIS) Warning and Reporting (W&R) software for a period of 4 years to FY 2030 with 1 x option year until 2031 to provide a continuing requirement to support the In-Service CBRN W&R software including training for UK Defence. A VTN was published for transparency purposes.

It is considered that this extension to contract can be awarded using the negotiated procedure without prior publication of a contract notice, pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contract Regulations 2011 (No 1848), for technical reasons. BRaCIS software is owned, designed and maintained by BNT Ltd, the Original Equipment Manufacturer (OEM).

Despite the W&R software being a Commercial of The Shelf (COTS) item used by additional NATO countries, this software with BNT Ltd has been modified to meet the UK bespoke requirements defined by the UK MOD. These modifications are essential to make it compatible with the UK Defence BOWMAN ComBAT Information Platform (BCiP), operating on the BCiP networking platform.

Additional details

BRaCIS has been tested and verified by Dstl making this a bespoke capability for UK Defence which meets the UK CBRN W&R requirements and only BNT Ltd are able to provide BRaCIS and the in-service support. BRaCIS is essential to provide command and control where CBRN is an aspect of operations.

NATO sets common standards for CBRN W&R software and BNT Ltd is the only provider who is also a member of the committee that manage updates to the NATO standards ATP - 45 (F). The use of a CBRN W&R software if not compliant with the NATO standards, would result in delays in receiving warning of a CBRN attack, which would result in a risk to life.

High Complexity

The UK Ministry of Defence is extending a 4-year contract (plus 1 optional year) with Bruhn Newtech Ltd to keep their BRaCIS chemical, biological, radiological and nuclear warning and reporting software running and supported across UK Defence. This is specialist military software that's been customized for UK systems and only this company can maintain it.

Requirements

  • Original Equipment Manufacturer (OEM) status — supplier must own and design the BRaCIS software
  • Capability to modify and maintain software to be compatible with UK Defence BOWMAN Combat Information Platform (BCiP) and BCiP networking
  • Membership of NATO ATP-45(F) committee (the committee managing NATO CBRN warning standards)
  • Software must be tested and verified by Dstl (UK Defence Science and Technology Laboratory)
  • Compliance with NATO standards for CBRN warning and reporting (ATP-45 F)
  • Ability to provide ongoing in-service support and training for UK Defence personnel
  • Track record of supporting bespoke UK Defence modifications to commercial software

Key Tasks & Deliverables

  • Provide ongoing software support and maintenance for BRaCIS warning and reporting system for 4 years (FY 2027–2030)
  • Ensure BRaCIS remains compatible with the UK Defence BOWMAN BCiP platform and all updates to that platform
  • Deliver training for UK Defence personnel on BRaCIS software use and updates
  • Monitor and implement updates to NATO ATP-45(F) standards and integrate them into BRaCIS
  • Provide technical support and troubleshooting during operations where CBRN warning is needed
  • Execute the optional 1-year contract extension (2030–2031) if activated by MOD
  • Maintain security and integrity of CBRN warning data within UK Defence systems

How to Read This Tender

  • 1Understand the abbreviations: CBRN = Chemical, Biological, Radiological, Nuclear; W&R = Warning and Reporting; OEM = Original Equipment Manufacturer (the company that created and owns the software); COTS = Commercial Off-The-Shelf; BCiP = the UK Defence command and control platform BRaCIS plugs into. These matter because they explain why only one company can bid.
  • 2This is a 'single source' contract — the MOD is not running a competitive tender. This is allowed under UK Defence regulations (Regulation 16(1)(a)(ii)) because the software is bespoke to UK systems and only the OEM can support it. As a small business, you likely cannot compete unless you are Bruhn Newtech Ltd or a subcontractor to them.
  • 3The 'VTN' (Voluntary Transparency Notice) published here is for transparency only — it tells the market a contract has been awarded without competition. This is not a tender you can bid for.
  • 4The contract runs 4 years to FY 2030 with an optional 5th year (2030–2031). The MOD can decide whether to activate the option year, so assume at least 4 years of work if you're the supplier or a partner.
  • 5NATO compliance is critical: BRaCIS must meet ATP-45(F) standards, and the supplier must sit on the NATO committee that updates those standards. Any delay in NATO updates could delay UK warning systems, creating a safety risk. This explains the exclusivity.

Tips for Small Businesses

  • If you're not the OEM (Bruhn Newtech Ltd), look for subcontracting opportunities: the main contractor may need UK-based support, training delivery, integration specialists, or help with BCiP platform compatibility. Contact BNT Ltd directly to ask about supply chain or partnership opportunities.
  • If you provide related defence software or CBRN services, consider whether you could become a certified trainer, integrator, or support partner for BRaCIS. The contract includes 'training for UK Defence' — this could be a route in via a subcontract.
  • This contract type (single-source, extended, with NATO compliance) is common in defence. If you work in defence tech, build relationships with OEMs and learn about NATO standards early — these create long-term partnership and supply chain opportunities even if you can't win the prime contract.
