Full Description

Loreburn Housing Association (LHA) is commissioning Stock Condition Surveys (SCS) across its housing stock to provide accurate, reliable and auditable data to support:

  • Scottish Housing Quality Standard (SHQS) compliance.
  • Energy Efficiency Standard for Social Housing (EESSH).
  • Long-Term Asset Management Strategy.
  • Business Planning and Financial Forecasting.
  • Planned Investment Programming.
  • Net Zero and Decarbonisation Planning.
  • Regulatory Assurance and Audit Requirements.

The survey programme forms part of LHA’s rolling stock condition survey strategy, with the objective of surveying approximately 25% of stock annually over a four-year cycle. It is envisaged that the full four-year programme will include approximately 2,580 properties located within rural, semi-rural and urban areas throughout the Dumfries and Galloway region.

The contract will initially be awarded for a two-year period, with extension options of up to two further 12-month periods. Any extension will depend on successful delivery of the initial contract period, ongoing assessment of the contractor’s performance against the published KPIs within the Invitation to Tender document, and Loreburn Housing Association’s sole discretion.

Medium Complexity

Loreburn Housing Association is hiring a contractor to carry out Stock Condition Surveys on about 2,580 homes in Dumfries & Galloway, providing data to meet housing quality, energy, and long‑term planning standards.

Requirements

  • Ability to survey approximately 25% of the housing stock each year (around 645 properties) over a four‑year cycle
  • Deliver accurate, reliable and auditable condition data for each property
  • Meet the Key Performance Indicators (KPIs) set out in the Invitation to Tender
  • Provide data that supports SHQS, EESSH, asset management, business planning, investment programming, net‑zero and regulatory audit requirements
  • Capability to work across rural, semi‑rural and urban sites in Dumfries & Galloway
  • Contract period of two years with possible extensions of up to two additional 12‑month terms based on performance

Key Tasks & Deliverables

  • Conduct detailed Stock Condition Surveys for roughly 2,580 properties over four years
  • Collect and record condition data in a format that is auditable and compatible with LHA’s systems
  • Produce reports that demonstrate compliance with the Scottish Housing Quality Standard and Energy Efficiency Standard for Social Housing
  • Supply data to support LHA’s Long‑Term Asset Management Strategy, business planning, financial forecasting and investment programming
  • Provide information to aid Net Zero, decarbonisation planning and regulatory assurance audits
  • Monitor and report performance against the published KPIs throughout the contract

How to Read This Tender

  • 1Read the Invitation to Tender (ITT) carefully – the KPIs and data‑format specifications are the most critical sections
  • 2Note the geographic scope – you must be able to travel to rural and remote sites in Dumfries & Galloway; factor travel time and costs into your bid
  • 3Check the contract length and extension clauses – performance in the first two years determines eligibility for up‑to‑two‑year extensions
  • 4Look for any mandatory certifications or insurance requirements in the full tender documents; they are often listed in the ‘Eligibility’ section
  • 5Pay attention to how LHA defines ‘auditable data’ – they may require specific software, tagging or metadata standards

Tips for Small Businesses

  • Partner with a local surveying firm or subcontractors who know the Dumfries & Galloway area to reduce travel costs and improve site access
  • Highlight any social value you can bring, such as employing local residents or using local suppliers, as LHA may award points for community benefit
  • If the data‑format requirements are complex, propose a simple pilot or phased approach to demonstrate capability and reduce risk
