Overview

Croydon Council is seeking to engage suppliers of community equipment to the Integrated Procurement Hub (IPH) hosted by Croydon Council. The IPH is a shared service arrangement, whereby a number of local authorities have pooled their procurement of community equipment in to a single shared arrangement whereby Croydon Council acts as lead contracting authority procuring the Goods for and on behalf of itself and its Local Authority partners.

This pooled requirement includes the community equipment that the Council and its local authority partners require as a result of performing health functions delegated to them by NHS bodies as part of their integrated commissioning arrangements. This tender process is being carried out in accordance with the provisions of Regulation 34 of the Public Contracts Regulations (PCR) 2015 relating to the procurement of a Dynamic Purchasing System (DPS) for the purchase of the Goods.

The DPS is open to Admitted Suppliers throughout the period of validity. "Admitted Supplier" means a supplier who has met the DPS admission criteria set out in the Pre-Qualification Questionnaire (PQQ) and has been registered on the DPS for one or more product categories.

Additional details

Suppliers and products may be submitted for evaluation and potentially, admission to the DPS at any time throughout the period of validity. Suppliers who have been unsuccessful in meeting the criteria to become an "Admitted Supplier" may re-submit another, revised PQQ at any time beyond the initial mini competition.

The DPS will remain open and valid from the start date of 28th October 2016 for a period of seven years, with the ability to extend the operation of the DPS for a further three years, to 31st November 2026. Each DPS is divided into multiple categories of related equipment: ALREADY OPEN: DPS_1 consisting of 31 categories of COMPLEX community equipment.

Medium Complexity

Croydon Council, acting for itself and partner local authorities, is opening a Dynamic Purchasing System (DPS) for the supply of small moving and handling equipment used in community health services. Suppliers can apply at any time and, if admitted, will be able to sell the equipment to all participating councils until the DPS closes in 2026.

Requirements

  • Complete the Pre‑Qualification Questionnaire (PQQ) and meet the DPS admission criteria for category 4 (small moving & handling equipment)
  • Be registered as an "Admitted Supplier" on the Croydon DPS e‑tendering portal
  • Supply equipment that meets the specifications required for community health functions
  • Operate electronically through the DPS portal for all submissions and communications

Key Tasks & Deliverables

  • Provide a catalogue of small moving & handling equipment that fits the 32 DPS‑4 categories
  • Deliver the equipment to Croydon Council or its partner authorities as requested
  • Offer after‑sales support, maintenance and replacement parts for the supplied equipment
  • Ensure all supplied items comply with any health‑service standards set by the council

How to Read This Tender

  • 1A DPS is a rolling framework – you can join at any time, but you must first be admitted by passing the PQQ.
  • 2The notice focuses on admission; the detailed product specifications and pricing rules will be in the full DPS documentation on www.croydoncedps.com.
  • 3Watch for the "Admitted Supplier" definition – only suppliers that meet the criteria can bid on individual purchase orders later.
  • 4All communication, questions and submissions are done electronically; make sure you have a working account on the portal before the deadline.
  • 5Check the contract dates – the start/end dates shown are administrative only; the DPS remains open until 31 Nov 2026.

Tips for Small Businesses

  • Register early and keep your PQQ up‑to‑date so you can respond quickly when a specific order is posted.
  • Consider teaming up with another small supplier to cover the full range of 32 equipment categories if you cannot supply everything yourself.
  • Highlight any social‑value benefits (e.g., local manufacturing, training) in your PQQ – many public buyers award extra points to SMEs for this.
