How to Read This Tender
- 1This is a 'Preliminary Market Engagement' notice under the Procurement Act 2023 — it's not yet a full tender, but a signal that the council is testing the market before formally procuring. Respond to understand what's coming next and get on their radar.
- 2Look carefully at the OCID reference (ocds-h6vhtk-064dc0) when searching for the full tender documents on Find a Tender — this is your unique identifier.
- 3The 'aims' listed (bullet points) are the council's goals, not necessarily your contract scope — wait for the full tender to see exactly what you'll be accountable for and how success will be measured.
- 4This is about behaviour change and school engagement, not infrastructure — budget and plan for staff time, workshops, promotional materials, and partnership coordination, not physical building works.
- 5The baseline data (60 accredited schools, 8 at highest level) will likely be used to set performance targets in the full tender — anticipate questions about how you'll increase both the number and the progression rate.
Tips for Small Businesses
- Consider partnering with established education or health charities (e.g. local cycling or walking groups, youth organisations) — councils often favour bids backed by community expertise, and you can subcontract delivery to specialists without running everything yourself.
- Highlight any experience working with schools on behaviour change or health initiatives (e.g. previous school engagement, safeguarding, DBS-cleared staff) — this is critical for school trust and will be scored in evaluation.
- Look for social value scoring opportunities in the full tender: frame your proposal around health benefits (physical activity for children), environmental impact (air quality), and equalities (making active travel accessible to all families, not just affluent ones).
