Overview
The Growth Company are seeking Expressions of Interest from locally embedded providers with recent experience of delivering IPS services (or similar), who can clearly demonstrate their knowledge and experience of working within the Fidelity Model (or aligned with the Model) with the target cohort on a similar scale. We are looking for providers who can deliver in one or more Local Authority areas within West Yorkshire Combined Authority (WYCA).
Connect to Work aims to deliver support to 100,000 disabled people, people with health conditions, and those with complex barriers nationally, helping them to get into employment and get on in work. The WYCA Connect to Work programme will operate across the full West Yorkshire geography, encompassing the five Local Authority areas of Bradford, Calderdale, Kirklees, Leeds and Wakefield.
This procurement aims to secure a Lead Provider to deliver the Individual Placement and Support (IPS) element of Connect to Work across the whole Combined Authority area. The service, funded by WYCA via Grant Funding Agreement with the Department for Work and Pensions, will provide support for 9,276 West Yorkshire residents between September 2026 and March 2030.

How to Read This Tender
- 1IPS and Fidelity Model are specific evidence-based employment support methods — if you're unfamiliar with these, research them before applying as the buyer expects detailed knowledge of how you'll use them.
- 2This is an Expression of Interest (EOI) stage, not a full tender yet — you're being asked to prove you have the right experience and approach before full detailed proposals are invited. Keep your response focused on your track record.
- 3The Panacea Portal is the only submission route — register early as a supplier on their system, don't email documents directly. The 26th June 2026 deadline is firm.
- 4Pay attention to the two participant groups (out of work AND in-work support) — you need to show experience supporting both, not just job placement.
- 5This is a substantial contract (9,276 participants over 3.5 years, DWP-funded) — the buyer will expect you to demonstrate scale, stability, and local credibility in West Yorkshire specifically.
Tips for Small Businesses
- If you're smaller than the stated scale, consider a consortium or partnership bid with other local employment support providers — the contract is large but you could subcontract delivery in specific areas rather than leading alone.
- Emphasise your local connections and embedded relationships within West Yorkshire communities — this tender specifically asks for 'locally embedded providers', so your knowledge of local networks, employers, and support services is a competitive advantage over national chains.
- Start preparing your evidence now: gather case studies, participant outcome data, and client testimonials showing your IPS or similar work — the EOI will ask for proof of experience, and this material takes time to pull together. Focus on examples matching the 'health condition and disability' cohort.
