High Complexity

This is a landscaping and infrastructure contract split into three separate packages (called 'lots'). The buyer needs a contractor to remove and replant vegetation on a steep slope (soft landscaping), lay a permeable tarmac surface for an evacuation area (hard landscaping), and modify road kerbs plus install edge protection and security fencing. The work involves hazardous conditions near live traffic, footpaths, and fire suppression systems.

Requirements

  • Ability to work on steep inclines (typically 1:1.6 gradient) using fixed line safety systems or equivalent
  • Experience working adjacent to high-pressure fixed fire suppression systems
  • Experience working adjacent to live highway traffic and footpaths
  • Capability to design and install irrigation systems
  • Ability to source and apply fertiliser and weed suppression matting
  • Experience with permeable tarmac laying (black tarmac for evacuation areas)
  • Experience with road kerb and street furniture modification
  • Experience installing edge protection and security fencing
  • No specific certifications explicitly stated in the notice — check full tender documents for Health & Safety, environmental, and adhesion certifications

Key Tasks & Deliverables

  • Remove existing undergrowth from embankment (steep slope work)
  • Plant hedera hibernica (ivy) across approximately 1,150 square metres of embankment
  • Design, supply, and install a complete irrigation system for the new planting
  • Supply and install weed suppression matting across the planted area
  • Supply fertiliser for the new vegetation
  • Lay permeable black tarmac surface for an evacuation area (approximately 370 square metres)
  • Modify existing road kerbs and street furniture (exact scope under development)
  • Install edge protection barriers
  • Install security fencing
  • Complete all work while maintaining safety near live fire suppression systems, active highway traffic, and footpaths

How to Read This Tender

  • 1This tender is split into three 'lots' — you can bid for all three or just the ones you're equipped for. Check the full tender documents to see if lots can be bid separately or must be bid together.
  • 2The scope for hard landscaping and kerb modifications is marked as 'still under development' — this is a red flag. Request clarification on exact specifications, measurements, and materials before submitting your bid, as vague scope = cost overrun risk.
  • 3The soft landscaping work involves working at height on steep slopes near live hazards (traffic, fire systems). You'll need robust health and safety plans and likely specialist equipment — factor this into your costs and timeline.
  • 4The buyer mentions providing a 'GA' (General Arrangement drawing) for soft landscaping — request all drawings, specifications, and technical documents early. These are crucial for accurate pricing.
  • 5Look in the full tender documents for: timescales and weather restrictions (slope work in winter may be difficult), insurance requirements, environmental regulations, utility location maps, and any pre-mobilisation site visits you should attend.

Tips for Small Businesses

  • Lot 2 (soft landscaping) and Lot 3 (kerb/edge protection) might be good subcontracting opportunities if you're strong in one area but weak in another — find a specialist partner to co-bid or offer to supply labour for a larger contractor's bid.
  • The irrigation system design and installation is a discrete specialist task — if you're not an irrigation expert, partner with or subcontract to a landscape engineer. This could be a differentiator in your bid quality.
  • Push hard for detailed scope and drawings before submitting. The 'scope still under development' comment suggests the buyer hasn't fully spec'd the work — ask specific questions in writing and get answers in writing. This protects you if scope creeps mid-contract.
