Overview
East Riding of Yorkshire Council is seeking applications from potential home care agencies to be admitted to the council's new Approved Provider List - APL (open framework). This APL will only be used in extreme circumstances, it is expected that all packages will be awarded through the Home Care 2025 - closed framework for the delivery of new home care packages on behalf of the council.
It is intended that this APL Dynamic Purchasing System (DPS) open framework will be in place for two (2) years commencing 01/04/2025 and ending 31/03/2027 with the option to extend for up to two further twelve month periods, therefore if both extension periods are taken, the framework will end 31/03/2029. Unlike a traditional framework, suppliers can apply to join the open framework at any time and is designed to provide access to a pool of pre-qualified suppliers that can be continually refreshed, however the applications will only be evaluated every 12 months or when the Council identifies an urgent need in one or more of the geographical areas, this may include all areas or only those identified with an urgent need. The next scheduled opening of this Approved Provider List is April 2026.

AI Analysis
Powered by AI — always verify against official documents
East Riding of Yorkshire Council wants to create a backup list of approved home care agencies. Your agency would be pre-qualified and ready to step in if their main provider list can't meet demand in your area. This is a 'safety net' framework — work won't be guaranteed, but you'll be vetted and ready to bid when the council needs you.
Requirements
- Be a registered home care agency able to deliver care services in East Riding of Yorkshire
- Meet all applicable health and social care regulatory standards (CQC registration implied)
- Demonstrate ability to work within the council's contractual and governance framework
- Be able to operate within the specified geographical areas covered by East Riding of Yorkshire Council
- Comply with safeguarding, training, and quality standards required by the council
- Check full tender documents for specific insurance, DBS, and training requirements
Key Tasks & Deliverables
- Provide home care packages (personal care, support services) to council service users in East Riding of Yorkshire on an ad-hoc basis when called upon
- Only activate and deliver care when the council requests it — this is not a guaranteed work framework
- Maintain service quality and compliance throughout the framework period (01/04/2025 to 31/03/2027, potentially extending to 31/03/2029)
How to Read This Tender
- 1This is a 'Dynamic Purchasing System' (DPS) — don't be intimidated by the jargon. It just means you can apply to join at any time, but the council only reviews and onboards new suppliers every 12 months (next opening: April 2026) or in emergencies.
- 2Understand the two-tier system: there's a main 'closed framework' where most work is awarded (you'd need to bid separately for that), and this open APL is backup only. Being on this list doesn't mean regular work — read the full documents to see what work volumes are realistic.
- 3The framework lasts 2 years initially (April 2025–March 2027) with optional 1-year extensions up to April 2029. If you join later, your term runs from your approval date until the current framework end date. Check if the timescale suits your business plan.
- 4Look for the detailed tender documents (usually called 'Specification' or 'Terms and Conditions') — they'll contain the actual quality standards, response time requirements, fee rates, and geographical service areas. The headline description is minimal.
- 5Flag the phrase 'extreme circumstances' — this tells you work is genuinely unpredictable. Don't budget for steady income from this contract alone.
Tips for Small Businesses
- If you're small and new to council contracts, being on an approved provider list is a low-risk way to get credibility and experience. You're not committing to minimum volumes, so use it to build your council services experience without overcommitting resources.
- Consider applying even if the next scheduled opening is April 2026 — the council can fast-track applications if they identify an urgent need in your area sooner. Monitor the council's procurement page for any emergency openings.
- Read the full specification carefully to understand care types, hourly rates, and cancellation/notice periods before bidding. Many home care APLs have strict response requirements (e.g., 'must accept or decline within 4 hours'). Make sure your staffing and systems can handle that.
