Overview
YPO are looking for providers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of Vehicle Telematics & Journey Recorders. The DPS is designed to meet the needs of all public sector organisations which includes YPO's internal requirements.
The requirement is split into two categories, Telematics and Journey Recorders and potential suppliers can join the DPS during its life for either opportunity. The deadline for first round responses will close on 13/03/2017 at 14:00 but suppliers are permitted to join the DPS during its lifetime up to the 24 February 2029 unless it is terminated early in accordance with its terms.
The Contract Finder notice has been updated due to change in e-tendering portal. This update is to direct suppliers to the new e-tendering portal which can be accessed at http://ypo2.my.site.com/s/Welcome where you will be able to apply for the DPS and obtain the procurement documentation

YPO (a public sector procurement organisation) is setting up a long-term supplier list (called a Dynamic Purchasing System) for organisations across the UK public sector to buy vehicle telematics systems and journey recorders. You can apply now or join the list anytime until February 2029, and suppliers can specialise in either telematics, journey recorders, or both.
Requirements
- Ability to supply either vehicle telematics systems, journey recorders, or both
- Compliance with YPO's procurement standards and terms
- Access to YPO's e-tendering portal to submit applications
- Willingness to be bound by the Dynamic Purchasing System terms and conditions
- No specific certifications or qualifications mentioned in this notice — full requirements will be in the detailed procurement documentation
Key Tasks & Deliverables
- Supply and provision of vehicle telematics systems (hardware and/or software for real-time vehicle tracking and data collection)
- Supply and provision of journey recorders (devices that record vehicle journey data)
- Ongoing supply to multiple public sector customers who may order through the DPS framework
- Compliance with orders placed by any participating public sector organisation during the contract lifetime
How to Read This Tender
- 1A Dynamic Purchasing System (DPS) is an open supplier list — once you're approved, public organisations can order from you directly without running a new tender each time. This is different from a one-off contract.
- 2The initial deadline (13 March 2017) was the first round, but you can still apply later — the DPS stays open until February 2029 (unless cancelled early), so you haven't necessarily missed it. Check the portal for current status.
- 3This is a framework agreement, not a single contract — you're committing to supply at agreed prices, but there's no guaranteed volume of orders. You may receive many orders or none.
- 4Read the full 'procurement documentation' carefully on the YPO portal — this notice is just a summary. The detailed T&Cs, pricing schedules, and technical specs are in those documents.
- 5Watch for the contract termination clause mentioned — YPO reserves the right to end the DPS early, which means your supply agreement could end before 2029.
Tips for Small Businesses
- This is a volume play — joining costs you little or nothing upfront, but you only win money when public sector customers actually order. Don't bid unless you can supply at competitive, fixed prices across the 12-year period.
- Consider teaming up with a larger supplier if you only specialise in one area (telematics OR recorders) — the notice allows suppliers to focus on one category, so there's no disadvantage to being specialist, but you could also partner to offer both.
- Factor in your admin costs carefully — once on the DPS, you'll handle individual orders from various public sector bodies (councils, police, NHS, schools, etc.). Build in time for invoicing, delivery coordination, and support across multiple small customers.
