Overview
East Renfrewshire Council on behalf of the Health & Social Care Partnership (HSCP) is inviting tenders, from suitably qualified providers for the Provision of a youth counselling service. The purpose of this service is to work with East Renfrewshire HSCP, Education and partners to deliver flexible, high-quality counselling services to children and young people aged 10-18 years living or educated within East Renfrewshire.
This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure.
Bidders must refer to the specific requirements listed in Section III in this OJEU Contract Notice when completing the SPD in PCS-T. The anticipated start date for the contract is early July 2026.
Eligibility & compliance

The service will promote and improve the mental health and wellbeing and emotional resilience of children and young people who are negatively affected or at risk of being affected by poor mental health. The provider will offer a flexible service to children and young people (CYP) of East Renfrewshire: - CYP educated within the authority, - CYP who reside in the authority - CYP who are care experienced The service will predominantly – but not exclusively – be delivered within a school setting. Additional information: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
