Following the reopening of mining permits in 2026, Madagascar has an opportunity to shape how new mining investments source power. While mining and environmental regulations are in place, renewable energy integration is not yet embedded within licensing and permitting requirements.
The assignment will support the Government of Madagascar to design, adopt and implement a Green Mining Energy Framework that embeds renewable energy requirements into mining licensing, environmental permitting and ESIA processes. Key outputs include a diagnostic and design options package, a Green Mining Energy Framework and supporting guidance for government adoption, and an implementation and compliance package with templates, monitoring tools and capacity-building support. The project aims to reduce future diesel dependence in the mining sector and support lower-emission mining development in Madagascar.
