Medium Complexity

A social housing provider needs an external fraud investigation service to check that tenants are who they claim to be and that they're legally entitled to live in the properties. The investigator will also check people applying to buy their homes under the Right to Buy scheme. The goal is to reduce fraud losses and protect the housing stock.

Requirements

  • Investigator must be trained and competent to conduct fraud investigations
  • Must comply with Police and Criminal Evidence Act (PACE) in all investigations
  • Must be able to write formal witness statements suitable for Court proceedings
  • Must be available to attend Court and give evidence in person as a witness
  • Must produce interim investigation reports throughout cases
  • Must produce final investigation reports with detailed findings and recommendations
  • Must attend monthly review meetings with the client throughout the contract

Key Tasks & Deliverables

  • Investigate referred tenancy fraud cases — check if current tenants are the rightful occupiers
  • Investigate Right to Buy applicants — verify their eligibility before statutory sales are approved
  • Conduct interviews and gather evidence for each case
  • Produce written interim reports detailing investigation progress and evidence found
  • Produce written final reports with conclusions and recommendations (prosecution, eviction, or closure)
  • Prepare witness statements for Court in proper legal format
  • Attend Court hearings and give live evidence when cases proceed to litigation
  • Attend monthly review meetings to discuss ongoing cases and contract performance

How to Read This Tender

  • 1This is about investigative work, not property management — you need fraud investigation expertise or access to trained investigators, not general housing knowledge.
  • 2PACE compliance is non-negotiable — this means following strict rules about interviewing, evidence handling, and cautions. Familiarise yourself with PACE requirements or partner with someone who specialises in this.
  • 3The 'Court readiness' requirement is critical — your investigator must be able to stand up in Court and defend their findings under cross-examination. Weak or poorly documented investigations will collapse.
  • 4Monthly meetings are built into the contract — budget time for regular client contact, not just case-by-case work. This is a service relationship, not just a deliverables contract.
  • 5Look in the full tender documents for: the expected case volume per month, the investigation budget per case, the timescale for investigations (30 days? 90 days?), and whether you provide your own interview facilities or use the client's premises.

Tips for Small Businesses

  • If you don't have in-house fraud investigators, consider partnering with a retired police detective or licensed private investigator who has fraud experience and knows PACE inside out. Subcontracting the investigative work is common in this field.
  • Emphasise your track record in your bid — include case studies showing investigations you've completed, reports you've submitted, and crucially, any cases where your evidence stood up in Court. Social housing providers will be risk-averse and want proven competence.
  • Build in your bid a clear quality assurance process: who reviews your reports before submission? How do you ensure PACE compliance on every case? This reassures the client you won't submit shoddy work that undermines their legal position.
