Overview
LHC Procurement Group (LHC PG) is developing the Refurbishment and Modernisation – Scotland Framework (RM4S) on behalf of the Scottish Procurement Alliance (SPA). RM4S will be available for use by eligible contracting authorities across Scotland and will provide a compliant, flexible and efficient route to market for the delivery of refurbishment, improvement, modernisation, reactive repair and maintenance works across residential and non-residential buildings.
The Framework builds on the success of the existing Refurbishment and Modernisation Framework (RM3) and has been expanded following structured market engagement with suppliers and public sector organisations. Feedback gathered through these engagement activities has informed and refined the workstreams, lot structure and value banding to ensure that the Framework remains aligned with current and anticipated public sector requirements and market capabilities.
Works may be delivered across a range of residential and non-residential buildings and settings. The Framework is intended to support planned asset management programmes, compliance-led improvements, property refurbishment and modernisation, reactive repairs and maintenance, specialist remediation works and wider planned improvement programmes.
The scope of RM4S includes the following workstreams
- Painting and Decorating
- Electrical Works
- Kitchens and Bathrooms
- Aids and Adaptations
- Damp and Mould Remediation:
- Surveys and Investigations
- Remediation Works
- Environmental and External Works:

- Grounds Maintenance
- Stoneworks:

Additional details
RM4S will be structured to encourage participation from suppliers of different sizes and with varying areas of specialism. Suppliers will be able to tender for the workstreams, lots, value bands and geographical areas that are appropriate to their experience, operational capacity and growth aspirations.
The Framework aims to appoint suitably qualified, experienced and capable suppliers to the relevant lots and geographical areas. Appointed suppliers will be expected to deliver high-quality and compliant works while supporting sustainable supply chains, social value outcomes, community benefit delivery, Fair Work First principles and continuous improvement. Full details of the workstreams, lots, value bands, geographical areas, technical requirements, evaluation methodology and tender submission requirements are provided within the Invitation to Tender and accompanying tender documents.
