High Complexity

NHS West and North London is looking for a healthcare provider to run general practice medical services at four London surgeries (Burnley Practice, Canberra Old Oak Surgery, Mollison Way Surgery, and Sudbury Surgery) under Alternative Provider Medical Services (APMS) contracts. You can bid for one or more of these four practices, each with a 5-year initial contract starting November 2026, potentially extendable to 10 years.

Requirements

  • Must be registered as an Alternative Provider Medical Services (APMS) provider or capable of becoming one
  • Must comply with The Health Care Services (Provider Selection Regime) Regulations 2023
  • Must be able to deliver general practice services to registered patient lists ranging from 7,788 to 11,761 patients per practice
  • Must maintain or achieve CQC 'Good' rating or better
  • Must operate within the allocated 5-year budgets: Burnley £9.304m, Canberra £7.965m, Mollison Way £8.055m, Sudbury £7.738m
  • Must be prepared to negotiate and maintain lease agreements with NHS Property Services or Community Health Partnerships as applicable to each location
  • Must integrate with local Primary Care Networks (South K&W, North Hammersmith and Fulham, Harrow East, or Central K&W depending on practice location)
  • Must maintain open patient lists at each practice
  • Must register interest through the NHS Salesforce portal (https://health-family.force.com/s/Welcome) using Project Reference C392527

Key Tasks & Deliverables

  • Provide comprehensive general practice medical services to approximately 7,788–11,761 registered patients at each of the four surgeries
  • Manage day-to-day operations of Burnley Practice at Willesden Centre for Health & Care, Robson Avenue, Harlesden
  • Manage day-to-day operations of Canberra Old Oak Surgery at 56 Bloemfontein Road, West London
  • Manage day-to-day operations of Mollison Way Surgery at 46 & 45c South Parade, Harrow (and negotiate lease extension as NHSPS lease ends 31/10/2026)
  • Manage day-to-day operations of Sudbury Surgery at Sudbury Primary Care Centre, Wembley
  • Maintain and improve CQC inspection ratings at 'Good' or above across all practices
  • Collaborate with local Primary Care Networks to deliver integrated care
  • Maintain open patient lists and ensure patient access to GP services
  • Deliver services within agreed 5-year budgets for each practice

How to Read This Tender

  • 1This is a 'Competitive Process' tender under NHS healthcare regulations, not a standard commercial contract — expect compliance requirements and CQC oversight to be central to evaluation.
  • 2The contract is split into 4 separate 'Lots' (the four surgeries) — you can bid for just one practice or multiple practices; each has its own budget and patient population, so read the specific details for each location carefully.
  • 3The 'affordability threshold' is the maximum the NHS will spend on each practice over 5 years — this is your budget ceiling, not a guaranteed payment; understand that APMS contracts are typically activity or capitation-based, not lump sums.
  • 4Note the lease complications: Mollison Way's lease expires in October 2026 (before the contract starts in November 2026), so the winning bidder must negotiate an extension immediately — flag this as a potential delay or additional cost.
  • 5Registration is mandatory via the NHS Salesforce portal (not a traditional tender website) — allow time to set up an account and familiarize yourself with the system; the deadline is 29 June 2026 at midday, so do this well in advance.

Tips for Small Businesses

  • If you're a smaller provider, consider bidding for one practice (Sudbury at £7.738m is the smallest budget) to prove capability before scaling to larger practices; alternatively, explore forming a consortium with another experienced APMS provider to strengthen your bid.
  • The lease negotiations (especially Mollison Way) represent hidden costs and operational risk — budget for legal and surveyor fees, and have a property strategy in place before submitting; confirm lease terms in full tender documents to avoid post-award surprises.
  • All four practices have 'Good' CQC ratings, so the NHS expects you to maintain or improve this — highlight your quality assurance, clinical governance, and staff development plans prominently in your bid; any CQC downgrade could trigger contract termination, so make quality a core differentiator.
