Overview
The Intellectual Property Office (IPO) is undertaking preliminary market engagement for a potential procurement of Client-Side Delivery Partner and Intelligent Client Function services to support One IPO Phase 2, initially focused on supporting Trade Marks Alpha and Beta. The appointed partner would work alongside IPO teams to support the direction, control and assurance of delivery.
The indicative scope includes integrated planning and programme controls; management of risks and dependencies; commercial and technical challenge; supplier performance and delivery assurance; commissioning and acceptance support; product, service and requirements support; business change and service transition; and knowledge transfer to strengthen the IPO’s internal capability. The IPO would retain responsibility for programme leadership, priorities, expenditure, acceptance and investment decisions.
The client-side partner would provide independent expertise, challenge and evidence-based decision support without replacing IPO decision-making or assuming any delivery supplier’s responsibilities. This engagement is intended to provide early visibility of the opportunity and help the IPO understand likely market interest and any significant factors affecting the proposed procurement timetable.
Submission
Suppliers wishing to participate should access the full Market Engagement Document and submit their response through the IPO Atamis procurement portal by 12:00 on 13 November 2026: https://atamis-2198.my.site.com/s/Welcome.
Additional details
The IPO is not seeking detailed proposals, pricing or solution designs at this stage. Participation is voluntary, responses will not be evaluated or used to shortlist suppliers, and participation or non-participation will not affect eligibility for any subsequent procurement. https://www.gov.uk/government/publications/one-ipo-transf...
