Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver housing related support service for single homeless people rough sleeping or at risk of rough sleeping. To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise.
Suppliers are therefore invited to consider the programme requirements detailed in this document and complete the attached questionnaire to give us feedback on the proposed approach. There is a need for a dedicated homeless hostel for single adults aged 21+ within the North Kirklees locality.
This need can be evidenced through the ongoing difficulties in sourcing appropriate accommodation for single people who present with housing need in the North Kirklees area – there has been a persistent level of rough sleeping in North Kirklees over the last 3 – 4 years, with a reduction in the availability of suitable accommodation options in the area brought about by loss of some non-commissioned supported housing provision, lack of availability of social housing and ongoing tightening of private rented market. Unlike South Kirklees, there is currently no significant commissioned hostel providing supported housing in the area, for which Housing Solutions has exclusive referral rights to.

Homeless individuals from North Kirklees can often find it difficult to access housing options in the south of the district, particularly if they have well-established support networks in the north.
