Medium Complexity

RBH wants a supplier to produce Energy Performance Certificates for its non‑domestic properties (shops, community centres, offices, etc.) and to handle the admin around appointments, keys and EPC submission.

Requirements

  • Supplier must be able to carry out non‑domestic EPC assessments for a range of property types
  • Respond to email instructions within 2 working days
  • Arrange property appointments within 2 working days of instruction
  • Collect and return keys from RBH offices/hubs in postcodes OL10, OL11, OL12, OL15, OL16, M24, BL9 promptly
  • Lodge each EPC within 5 days of gaining access to the property
  • Provide a link to the lodged EPC and a copy of the XML file via email within 5 working days of lodgement

Key Tasks & Deliverables

  • Visit each property (shop, community centre, office, store) and carry out the EPC survey
  • Coordinate appointment times directly with the property occupant
  • Pick up and return keys from the specified RBH hubs
  • Enter the EPC data into the official register and complete the lodgement within the 5‑day window
  • Email RBH the online EPC link and the XML export file for each certificate

How to Read This Tender

  • 1Check the tender documents for any mandatory assessor registration (e.g., EPC assessor licence) even if not listed in the short description.
  • 2Note the strict time‑frames – 2‑day response/appointment and 5‑day lodgement – and plan how you will meet them before bidding.
  • 3Look for details on the volume of properties and geographic spread; this will affect travel costs and resource planning.
  • 4Confirm whether RBH expects you to use their own key‑handling service or if you need to provide a secure key‑management process.
  • 5Watch out for any penalties or performance metrics related to missed deadlines; these are often in the full terms.

Tips for Small Businesses

  • If you cannot cover the whole postcode area alone, consider partnering with a local assessor to share travel time and costs.
  • Highlight any social value you bring (e.g., employing local staff, offering apprenticeships) – many public contracts award extra points for this.
  • Prepare a clear schedule showing how you will meet the 2‑day and 5‑day deadlines; this demonstrates capability and can offset a smaller company size.
