Overview
Kingston upon Hull City Council (the Authority) invites qualified and interested suppliers to tender for a Monitoring & Moderation Services contract. The Authority is conducting the procurement using the open Non EU procedure, as required by the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015).
Pupils in primary schools undertake National Curriculum assessments. The Local Authority has a statutory duty to monitor assessments and to moderate a proportion of these assessments in order to confirm that the teacher assessment judgements are accurate and consistent with national standard.
The Authority's statutory monitoring duties extend to Year 1 Phonics, end of Key Stage 1 and Key Stage 2 Teacher Assessments, and the Authority needs a supplier to deliver these statutory services. The Authority proposes to enter into Contract for a period of 2 years with the successful Tenderer (Service Provider), with an option to extend for a period or periods of up to a maximum of 12 months.
