The works will include maintaining the office accommodation, welfare facilities, kitchens, toilets, communal areas and associated spaces to a consistently high standard of cleanliness and hygiene, in accordance with the project requirements, agreed cleaning schedules and all relevant health and safety legislation.

The subcontractor will be responsible for providing suitably trained and competent personnel, together with appropriate supervision, to ensure the services are delivered safely, efficiently and to the required standard. All cleaning products, materials and equipment must be suitable for their intended use and compliant with relevant COSHH requirements.

All operatives undertaking the works must hold a valid CSCS card and Highways Passports. The Lower Thames Crossing is a new road that will improve connections between Essex and Kent through a tunnel beneath the River Thames.

Our ambition is to deliver the UK's greenest road while doing the right thing for local communities and the environment.

Achieving this will require the support of our supply chain. Delivering the Lower Thames Crossing with the lowest practicable carbon, including supporting our zero-emissions ambitions, reducing the use of diesel on site and promoting alternative sustainable fuels and working practices. Creating opportunities through early-career roles, including apprenticeships, and inspiring young people to consider careers in construction through STEM engagement.

How to Read This Tender

  • 1Look for the sections on "Health & Safety" and "COSHH" – they define the chemicals and procedures you must follow.
  • 2The requirement for a CSCS card and Highways Passport is a hard eligibility filter; you must prove you have these before you can bid.
  • 3Check the cleaning schedule details (frequency, times, areas) in the full tender documents – they determine the labour and resource levels you need to price.
  • 4Pay attention to the sustainability and local‑skills ambitions – they may affect the social‑value scoring and could be a differentiator for SMEs.
  • 5Confirm the contract length and any notice periods for termination; these affect cash‑flow planning.

Tips for Small Businesses

  • Partner with a local recruitment agency to demonstrate the "local hiring" ambition and boost your social‑value score.
  • If you lack the full range of equipment, consider subcontracting part of the work to another SME and clearly outline the split in your bid.
  • Highlight any existing green cleaning credentials or carbon‑reduction initiatives you have – they align with the project's low‑carbon goals.
