Overview

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to provide for a Young Carers and Young Adult Carers Support Service in Kirklees that will form part of the contract with Kirklees Council (the Council). To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise.

Suppliers are therefore invited to consider the programme requirements detailed in this document and complete the attached questionnaire to give us feedback on the proposed approach. This Market Sounding Exercise (MSE) is not an invitation to tender or a request for formal expressions of interest.

The Council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient. The new contract will commence on 1st April 2027 to 31st March 2030, with the option to extend for 2 years to 31st March 2032.

Low Complexity

Kirklees Council is seeking information from organisations that could run a Young Carers and Young Adult Carers Support Service in the area. This is a market‑sounding exercise to shape a future contract that would start in April 2027 and run for three years, with a possible two‑year extension.

Requirements

  • Organisation must be suitably qualified and experienced to deliver a Young Carers and Young Adult Carers Support Service
  • Ability to deliver the service from 1 April 2027 to 31 March 2030 (with optional extension to 31 March 2032)
  • Complete and return the attached market‑sounding questionnaire

Key Tasks & Deliverables

  • Provide a detailed description of how you would run the Young Carers and Young Adult Carers Support Service in Kirklees
  • Submit feedback on the proposed programme requirements via the questionnaire
  • Demonstrate organisational capability and experience relevant to the service

How to Read This Tender

  • 1Read the "programme requirements" section carefully – it tells you exactly what the Council expects the service to achieve
  • 2The document is a market‑sounding exercise, not a formal tender – you are only required to give feedback, not a full price proposal
  • 3Check any deadlines for returning the questionnaire and note the contract start/end dates; timing is a key evaluation factor
  • 4Look for any implicit requirements such as safeguarding, data protection and experience with vulnerable young people even if they are not listed as explicit criteria
  • 5Make sure your response is clear, concise and directly addresses each question in the questionnaire to avoid the Council dismissing it as non‑responsive

Tips for Small Businesses

  • Use the questionnaire to showcase any niche expertise you have (e.g., work with young carers, mental‑health support) that larger providers might overlook
  • Consider teaming up with a local charity or another SME to strengthen your capability statement without forming a formal consortium
  • Highlight social‑value benefits you can bring to the community – the Council will likely score this when they move to a formal tender
