Requirements

  • Understanding of ethnicity, racism and structural inequality as they relate to gambling harms
  • Capacity to produce a strategic policy document and actionable delivery plan

  • Deliver an in‑depth qualitative research component (e.g., interviews, focus groups)
  • Map current gambling‑related services, referral pathways and identify service gaps
  • Identify priority populations, inequalities and the impact of ethnicity and racism
  • Develop an evidence‑based local Gambling Harms Strategy aligned to national guidance and the OHID menu of interventions
  • Produce a clear delivery plan with prioritised, actionable recommendations for future commissioning

How to Read This Tender

  • 1Read the objectives section first – it lists every deliverable the buyer expects; match each to a line in your proposal
  • 2Check the dates: clarification questions close 27 Aug 2026 and the final quote is due 4 Sept 2026 – allow time for data‑collection planning
  • 3Look for any referenced standards (e.g., OHID menu of interventions) – you’ll need to show how your approach meets those guidelines
  • 4Identify evaluation criteria (usually quality of methodology, experience, value for money) and address them point‑by‑point in your response
  • 5Watch out for hidden costs – the buyer will expect a realistic budget for research, stakeholder engagement and report production

Tips for Small Businesses

  • Partner with a university or research institute to strengthen methodological credibility and share costs
  • Highlight any social‑value outcomes (e.g., community engagement, capacity‑building for local charities) as these are often scored positively for SMEs
  • If the scope feels large, propose a phased delivery or subcontract specialist components (e.g., ethnic‑inequality analysis) to stay within capacity
