Overview

Salford City Council has an exclusive licence for the development of advertising billboards on Council land and other advertising initiatives and as such intends to compile an Approved List of developers. It has the authority to offer organisations the rights to develop advertising structures on new sites.

To do this we have decided to put together an approved list to provide a mechanism to select and approve suitably qualified contractors to be party to a formal agreement, which will govern the allocation of licenses to permit the development of individual outdoor sites. Once you have downloaded the documents to apply for the approved list from the Chest you will need to upload all completed documents to the Chest and wait to be notified if you have been successful to the list.

Medium Complexity

Salford City Council is building a list of approved companies who can develop and operate advertising billboards on council land and other sites. If your company gets on this approved list, you'll be eligible to bid for individual advertising projects as the council offers them — but being on the list doesn't guarantee any specific work.

Requirements

  • Must be able to develop outdoor advertising structures (billboards)
  • Must be suitable to enter into formal licensing agreements with Salford City Council
  • Must comply with council's selection and approval process
  • No specific technical qualifications or certifications explicitly stated — check full tender documents for insurance, financial standing, or experience requirements

Key Tasks & Deliverables

  • Design and develop outdoor advertising billboard structures on council-designated sites
  • Obtain and maintain appropriate licenses for individual advertising sites allocated by the council
  • Enter into formal agreements governing each specific site development

How to Read This Tender

  • 1Understand that this is a 'pre-qualification' or 'framework' stage — you're applying to get on a list, not bidding for specific work yet. Once approved, the council will invite you to bid for individual sites.
  • 2Look carefully in the full tender documents for the selection criteria — the notice doesn't detail what makes a company 'suitably qualified', so the detailed criteria will be in the downloadable documents on the Chest portal.
  • 3This is an exclusive licence arrangement, meaning the council controls who can develop billboards on its land. Check the documents for exclusivity terms, territory restrictions, and whether you need existing experience in outdoor advertising.
  • 4Pay attention to the formal agreement section — understand what terms and conditions you'll need to accept once approved, as these will apply to all future sites you bid for.
  • 5Watch for any mention of planning permission, environmental assessments, or regulatory compliance — billboard development often requires planning approval and may have restrictions.

Tips for Small Businesses

  • If you're new to advertising but experienced in construction or site management, consider partnering with an established billboard company as a subcontractor before applying independently — this strengthens your application.
  • Being on an approved list means you'll be invited to bid for future opportunities without re-tendering each time, so approval is valuable even if no immediate work follows. However, confirm in the documents whether there's a minimum performance requirement or time limit on the approved list status.
  • Ask the council (before applying) what geographical areas they're focusing on and whether they expect regular site offerings — this helps you assess whether approved list status is worth the application effort for your business.
