Overview
The Growth Company is seeking to engage with key local partners to work alongside us for our bid to Wirral Borough Council to deliver the Individual Placement Support (IPS) element for Wirral residents. As a provider delivering multiple IPS contracts including IPS in Primary Care, IPS Drug and Alcohol, IPS Severe Mental Illness and more recently Connect to Work, we understand what it takes to deliver high quality services and interventions for the target groups.
Connect to Work is the first major element of the recently launched "Get Britain Working" White Paper. Nationally the programme will deliver support to 100,000 disabled people, people with health conditions, and those with complex barriers to get into employment and get on in work.
The service, funded by Wirral Borough Council via Grant Funding Agreement with the Department for Work and Pensions, will provide support for 1,537 Wirral residents. This voluntary programme aims to support individuals with a physical or mental health disability (as defined by the Equality Act 2010 or the Social Model of Disability), or those in a specific disadvantaged group who need support to gain and/or maintain employment.
Regulations cited
- Equality Act 2010

How to Read This Tender
- 1This is an 'Expression of Interest' (EOI) not a full bid — it's an early-stage filtering document. You're being asked to show interest and basic capability before the full tender details are released. Don't worry if you don't have every answer yet.
- 2The Panacea Platform is the only way to submit — paper or email won't be accepted. Register early and test your access; don't leave it until the deadline. You'll need to create a supplier account first, then find the 'Register Interest' button and download the actual EOI form.
- 3The contract is funded by the Department for Work and Pensions (DWP) via Wirral Borough Council — this means it follows government employment support standards and compliance rules. Familiarise yourself with 'Individual Placement Support' (IPS) principles if you're not already — it's evidence-based employment support for people with health barriers.
- 4Look for the full tender documents (referenced but not shown here) once your EOI is submitted and shortlisted. They will detail the actual scope, payment model, performance targets, and your exact role as a partner.
- 5This is described as a 'partnership' opportunity, which suggests subcontracting or co-delivery rather than you being the prime contractor. Clarify whether you'd be a subcontractor, delivery partner, or specialist provider for a particular element.
Tips for Small Businesses
- Partnership opportunity — if you deliver employment support, mental health services, substance misuse support, or disability services locally in Wirral, you're a potential fit. Even if you're small, The Growth Company may want you as a specialist delivery partner for a specific cohort (e.g. mental health, drug and alcohol support). Don't assume you need to do everything.
- Check the EOI document carefully for 'social value' or 'added value' questions. Wirral Council is a public body, so they'll likely score bids on local recruitment, apprenticeships, and community benefit. Show how your team will employ local people and support the community — this can be a strength for small, local businesses.
- Consider early engagement with The Growth Company directly (outside this formal EOI) — they've named themselves as the lead bidder, and they may already have conversations happening with other partners. A phone call to them to understand their vision could help you position your EOI response better. Partnerships work best when partners have aligned expectations before formal submission.
