Medium Complexity

The Welsh Government is seeking a contractor to demolish two former buildings on a site in Porthcawl, Wales: the Coney Beach Pleasure Park (complete demolition including foundations) and a Wimpy restaurant (demolition to slab level only). The contractor must also handle asbestos removal, process demolition waste into crushed material, and prepare the site for use as a car park.

Requirements

  • Ability to carry out full demolition and asbestos removal works
  • Competence in soft-strip operations (removing non-structural materials before demolition)
  • Waste management capability for demolition materials
  • Experience with asbestos removal following R&D/Management procedures
  • Ability to crush and process demolition material on-site
  • Site preparation and groundworks skills (rolling, levelling, compacting crushed material)
  • Health and safety compliance for demolition sites
  • Environmental and planning compliance for Wales
  • No specific certifications listed in the notice — check the full tender documents for CDM Coordinator, asbestos surveyor, and waste management requirements

Key Tasks & Deliverables

  • Complete demolition and removal of all Coney Beach Pleasure Park structures, including concrete slabs and all foundation work
  • Complete demolition of Wimpy building down to slab level (slab to remain)
  • Soft-strip and remove all internal materials and waste from both sites
  • Survey, manage, and remove all asbestos in compliance with regulations
  • Crush and process all demolition material (excluding rebar) on-site
  • Spread and compact crushed material across the site to form a car park surface (6F2 specification) — rolled and levelled
  • Retain existing southern boundary walls as permanent site boundary
  • Install knee-high barriers in specified areas
  • Install handrail on top of Wimpy remaining structure to eliminate fall hazards and leading edges

How to Read This Tender

  • 1This is a demolition + site preparation contract, not just knocking things down — you need to understand the end-state (a functioning car park) and work backwards. The tender is describing both the demolition phase and the reinstatement phase.
  • 2Watch for asbestos management: the notice says 'R&D/Management to be carried out by C&D' — this likely means the Welsh Government or a partner will provide the asbestos survey and management plan, but you still need to execute removal safely. Ask for the asbestos report in tender documents.
  • 3The 6F2 specification for the car park surface is technical jargon for crushed material compaction. This isn't just dumping waste — it requires proper rolling, levelling, and likely verification testing. Budget time and plant for this.
  • 4Boundary works are important: you're keeping some walls (cost savings) but adding barriers and handrails (safety compliance). These aren't afterthoughts — they're part of the specification and will be inspected.
  • 5Check the full tender documents for site access, utilities (services to be capped/removed?), environmental permits, and programme constraints. Demolition contracts often have tight timescales.

Tips for Small Businesses

  • Consider subcontracting the asbestos removal element to a licensed specialist if you don't have in-house capacity — many demolition SMEs do this and it's expected in the industry. The main contract can still be yours.
  • The on-site crushing and car park formation is a value-add opportunity: if you own or can access crushing equipment, this differentiates your bid and improves profitability versus hiring plant.
  • Check if Welsh Government procurement rules require 'social value' scoring (e.g. local employment, apprenticeships, waste recycling targets). Demolition contracts often score points for recycling rates — factor in partnerships with local waste processors or construction material recovery facilities.
