BHCC PADEL Preliminary Market Engagement Brighton & Hove City Council (the Council) is exploring opportunities to expand and enhance padel provision across the city. We are seeking feedback from experienced commercial operators interested in financing, designing, constructing, operating, and maintaining Padel facilities on Council-owned land.
This market engagement exercise is for information gathering only and does not form part of any procurement process. Participation does not confer any advantage in any future procurement and does not guarantee that a procurement will take place or the planning permission will be granted.
The Council is considering entering into a long-term commercial lease arrangement under which the selected operator would develop and operate the facility/facilities at its own commercial risk. Through this initiative, the Council aims to increase access to high-quality active leisure opportunities, maximise commercial value from its assets, and deliver a sustainable facility that supports long-term community participation in sport.

Brighton & Hove benefits from an established padel community, with an estimated potential player base of more than 4,000 participants. The Council is seeking market feedback on the delivery of a padel facility/facilities that meets relevant national and international governing body standards, including guidance issued by the Lawn Tennis Association (LTA).
Any potential future operator would be responsible for financing, design, planning, construction, day-to-day operations, maintenance, staffing, marketing, and ongoing facility management. The operator will also be expected to promote participation, deliver an inclusive customer experience, and ensure reasonable equitable pricing and access for the local community.
