Overview

Birmingham City Council (the "Council") is seeking to appoint an organisation for the provision of services for the installation of Average Speed Enforcement (ASE) Camera Signs and Speed Limit Signs including all necessary supporting infrastructure and associated works as well as removal of ‘new 30 mph speed limit’ signs. The Provision of new signs is required to support the deployment of Average Speed Enforcement (ASE) Cameras on 5 key arterial roads in Birmingham, as part of a new strategy to reduce speed-related road traffic collisions across the city of Birmingham.

The camera equipment is being procured separately. The successful supplier for this procurement will also be required to remove temporary 30 mph signs put up on street lighting columns or existing posts in 26 roads across Birmingham.

Please ask any clarification questions you have by using the supplier correspondence function on Intend. The deadline for asking supplier clarification question is close of business on Wednesday 3rd June 2026. A clarification tracker document will be published on Intend when required, recording all supplier clarification questions asked and all answers given by the Council (supplier's will be anonymised and information included in a clarification question that is confidential and/or could be used to identify a supplier will be omitted).

Medium Complexity

Birmingham City Council needs a contractor to install new Average Speed Enforcement (ASE) Camera Signs and Speed Limit Signs on 5 main roads across Birmingham, plus remove temporary 30 mph signs from 26 roads. This is part of a road safety scheme to reduce speeding and collisions. The camera equipment itself is being bought separately — you're just handling the signs and installation work.

Requirements

  • Must be able to install signs and supporting infrastructure on 5 key arterial roads in Birmingham
  • Must be capable of removing temporary 30 mph signs from 26 roads across Birmingham
  • Must be able to handle all necessary supporting infrastructure and associated works (exact specifications to be detailed in full tender documents)
  • Must submit bid by 12pm Thursday 18th June 2026
  • No specific certifications or qualifications mentioned in this notice — check the full tender documents for Health & Safety, traffic management, or industry-specific requirements

Key Tasks & Deliverables

  • Install new ASE Camera Signs on 5 arterial roads in Birmingham
  • Install new Speed Limit Signs on the same 5 arterial roads
  • Install all supporting infrastructure required for the signs (e.g. posts, brackets, electrical connections if needed)
  • Remove existing temporary 30 mph speed limit signs from 26 roads across Birmingham (signs currently attached to street lighting columns or existing posts)
  • Complete all associated works related to sign installation and removal

How to Read This Tender

  • 1This is an 'open tender' — meaning any eligible business can bid. You don't need to be pre-qualified, but you will need to prove your capability in your submission.
  • 2The notice tells you the what and when, but not the detailed how — the full tender documents (available on Intend) will specify exactly which roads, sign designs, installation standards, traffic management requirements, and health & safety rules you must follow. Download and read those thoroughly before bidding.
  • 3Note that the camera equipment is 'being procured separately' — this contract is only about the signs and physical installation work, not the camera systems themselves.
  • 4Ask clarification questions by Wednesday 3rd June 2026 using the 'supplier correspondence function' on Intend. If you're unsure about anything, ask early — the Council will publish anonymised answers so other bidders benefit too.
  • 5This is a public sector contract, so expect detailed specifications, formal contract terms, and likely requirements around traffic management, public safety, and working in a live urban environment.

Tips for Small Businesses

  • Consider whether you have the traffic management and street-works experience in-house, or if you should partner with or subcontract to a specialist traffic management or street furniture company. Many councils expect professional traffic management certification (TTRO experience) for road-based work — the full tender will clarify this.
  • This work involves multiple locations (5 roads + 26 roads) and likely requires site surveys, planning, and coordination with council teams. Build in time and resources for site visits and liaison before submitting your price — don't underestimate logistics and coordination costs.
  • Check whether the tender scores you on 'social value' (e.g. local employment, community benefit, environmental impact). If it does, highlight how you'll deliver these — for example, employing local apprentices, using Birmingham-based supply chains, or reducing vehicle emissions through efficient routing.
