High Complexity

A UK and Irish government body is looking for one main security systems supplier to survey, design, install, maintain and remotely monitor security systems across their buildings spread throughout Republic of Ireland, Northern Ireland, Scotland and the Isle of Man. The supplier needs to handle everything from basic intruder alarms to complex integrated systems combining CCTV, access control and intruder detection.

Requirements

  • Capability to deliver services across all four geographic locations: Republic of Ireland, Northern Ireland, Scotland, and Isle of Man
  • Ability to design and install basic building intruder detection systems
  • Ability to design and install complex integrated security solutions (intruder detection, CCTV, access control, and other security systems)
  • Maintenance service capability across the entire geographic portfolio
  • Remote monitoring capability for security systems
  • Experience with existing systems integration within a network
  • Understanding of system integration strategy at site level and between multiple sites
  • Capability to support improved control environment, operating efficiencies and cost savings through integration

Key Tasks & Deliverables

  • Survey existing security systems across the portfolio to assess current state and integration opportunities
  • Design security solutions tailored to individual site requirements (ranging from simple to complex)
  • Install new security systems including intruder detection, CCTV, and access control systems
  • Provide ongoing maintenance for all installed security systems
  • Deliver 24/7 remote monitoring services for security systems
  • Integrate systems both within individual sites and across multiple sites to create interconnected solutions
  • Support the contracting entity's security strategy to improve control, efficiency and reduce costs through integration

How to Read This Tender

  • 1This is a 'Single Supplier Framework' — meaning if you win, you become the main go-to supplier for all their security needs across multiple locations. This is a long-term relationship, not a one-off project.
  • 2Geographic spread is critical — they need you operational in four different countries/regions (Ireland, Northern Ireland, Scotland, Isle of Man). If you can't cover all areas, flag this early or consider partnering with regional suppliers.
  • 3They mention 'existing systems' — this means you'll inherit and maintain systems already in place, not just install new ones. Get clarity on what systems currently exist and their condition.
  • 4The emphasis on 'integration' and 'interconnections between sites' means they want systems talking to each other. They're not just buying isolated alarms; they want a joined-up security network. Make sure you have expertise in this.
  • 5Look carefully at the full tender documents for: service level agreements (how fast must you respond to faults?), remote monitoring requirements (what hours? what alerts?), and pricing structure (is it fixed, per-site, or variable based on system complexity?).

Tips for Small Businesses

  • Consider forming a consortium or subcontracting partnerships with local security firms in each region (Ireland, Northern Ireland, Scotland, Isle of Man) if you don't have existing presence. Many SMEs win framework contracts this way — you handle design/integration, local partners handle on-the-ground installation and maintenance.
  • Highlight any social value credentials — the public sector weights these heavily. Can you offer apprenticeships, local recruitment, community benefits, or environmental improvements? This could differentiate you from larger competitors.
  • Price competitively for the long-term relationship — frameworks typically run 3-5 years. Bid lower initial rates if you're confident in securing follow-on work. The real money is in the maintenance and monitoring fees, not just installation.
