How to Read This Tender
- 1This is a 'market consultation' notice, not yet a formal tender — it's asking suppliers what they think about the proposed approach before the real tender is released. Respond to the questionnaire if you want influence over the final contract design.
- 2The service starts April 2027, so there's time to prepare, but note the current contract runs until 31 March 2027 — a new provider will take over with no gap.
- 3Three distinct work streams are mentioned (Healthy Start, home safety, e-learning) — consider whether you can deliver all three or if you'd need to partner with other organisations.
- 4Look for the attached questionnaire and complete it thoroughly — this feedback directly shapes what the council will ask for in the formal tender later.
- 5The contract has a 3-year base term (2027–2030) plus an optional 2-year extension — clarify with the council whether extension is guaranteed or discretionary, as this affects your planning and pricing.
Tips for Small Businesses
- This is a good opportunity to position yourself early: respond to the questionnaire to get noticed and influence the tender requirements toward your strengths. Smaller organisations often miss market consultations and then find the formal tender doesn't suit them.
- Consider consortium or subcontracting opportunities — if you're strong in e-learning but weak in home safety delivery, partner with a local organisation that complements you. Kirklees may welcome collaborative bids.
- Check whether Kirklees values social value (local jobs, community benefit, etc.) in their scoring — early intervention contracts often do. If you employ local staff or train young people, highlight this when the formal tender opens.
