How to Read This Tender
- 1This is a 'fixed price' contract — you must quote one total price that covers everything, with no cost increases even if unexpected problems arise. Be very careful with your estimates as you cannot claim extra later.
- 2The phasing is crucial: you must physically complete 20% of the work in Summer 2026, 55% in Summer 2027, and 25% in Summer 2028. This isn't flexible — failure to meet these targets could breach the contract. Your phasing programme is a key part of your tender and will be evaluated carefully.
- 3Read 'Appendix 1' and the McCann and Partners design documentation carefully — these contain the full technical scope. The summary in this notice is not complete. You must obtain and review these documents before bidding.
- 4The contract requires you to keep the school functioning with adequate heating at all times outside summer holidays. This is a critical requirement — you must explain how you'll maintain heating in occupied areas while working on others. This is a complex logistical challenge, not just a technical one.
- 5Look for clauses about: who pays for temporary heating solutions, what happens if summer work overruns into term time, and what 'adequate heating' means in contractual terms. These details will be in the full tender documents and are essential to pricing correctly.
Tips for Small Businesses
- Consider partnering with a larger heating specialist or main contractor via subcontracting — this is a complex project with strict phasing requirements and significant financial risk under a fixed-price model. Spreading risk with partners makes this more manageable for a small business.
- Your phasing programme will be scored in the tender evaluation — spend significant time developing a realistic, detailed plan showing which areas of the school you'll work on each summer, and how you'll maintain heating elsewhere. This could be the difference between winning and losing.
- Factor in additional costs for temporary heating systems, extended winter storage of materials, and repeat mobilisation/demobilisation across three summers. Many bidders underestimate these costs on multi-year fixed-price contracts. Build in contingency carefully since you cannot claim extra later.
