Overview

NHS Lancashire and South Cumbria Integrated Care Board is publishing this Prior Information Notice (PIN) ahead of a Competitive Process under the Health Care Services (Provider Selection Regime) Regulations 2023. The authority requires a newly designed Community Tier 2 Gynaecology Service to be delivered seamlessly across the entirety of our operational footprint (NHS Lancashire and South Cumbria ICB).

To ensure clinical equity, standardised governance, and unfragmented patient care pathways, this service will be procured as a single, contract to one prime provider. NHS Shared Business Services (SBS) is issuing this PIN on behalf of another NHS Body - NHS Lancashire and South Cumbria Integrated Care Board (ICB) who wishes to procure a Community Tier 2 Gynaecology Service for patients with routine benign gynaecology conditions for the region of Lancashire and South Cumbria.

Patients who need to be seen urgently or who meet the criteria for an urgent suspected gynaecological cancer referral are not included in this service. This Prior Information Notice is for information only.

Submission

Any feedback or pre-procurement questions from providers should be submitted to Nicola.hicks4@nhs.net by no later than 29/06/2025.

Additional details

This notification is provided to enable interested parties to plan for a PSR competitive process. The main aim of the Community Tier 2 Gynaecology Service is to provide a long-term transformational solution to the current demand and capacity for gynaecology secondary care services.

Lancashire and South Cumbria ICB has four places: • Central and West Lancashire • South Cumbria and North Lancashire • Blackpool Fylde and Wyre • East Lancashire and Blackburn with Darwen. The term of the contract is 3 years plus a potential 2-year extension.

The total contract value over the 3 years plus the potential 2-year extension will be approximately £10 million. The ICB is intending to award one contract for the specification.

While this contract will be awarded strictly to a single legal entity, this does not exclude collaborative delivery, consortia bids, or subcontracting arrangements. Organisations may form partnerships or utilise supply chains to deliver localised elements of the service (e.g., specific clinical interventions or geographical coverage).

However, the designated Prime Provider will retain absolute, non-divisible accountability for the contract. All proposed subcontracting or collaborative arrangements must be fully disclosed at the point of bidding, detailing how standardisation of care will be maintained across the entire operational footprint.

NHS Lancashire and South Cumbria ICB are eager to hear from experienced healthcare providers with the knowledge, expertise, and innovation to deliver these vital services. The ICB is not bound to take on board providers' input but is keen to shape the services with best knowledge and engagement from the market.

Please note that this notice is being used to give advance warning to the market and Bids are not expected/accepted at this time. Further information and instructions of how the bids will be assessed will be included in the Procurement tender documentation once the Competitive process is live.

High Complexity

The NHS Lancashire and South Cumbria Integrated Care Board is looking for a single healthcare provider to deliver routine gynaecology services (non-urgent) across four local areas in Lancashire and South Cumbria. The contract is worth approximately £10 million over 3 years, with an optional 2-year extension, and will serve patients with benign gynaecology conditions who don't need urgent or cancer-suspected care.

Requirements

  • Must be an experienced healthcare provider with demonstrable knowledge and expertise in gynaecology services
  • Must be able to deliver services seamlessly across all four operational areas: Central and West Lancashire, South Cumbria and North Lancashire, Blackpool Fylde and Wyre, and East Lancashire and Blackburn with Darwen
  • Must maintain standardised clinical governance and unfragmented patient care pathways across the entire operational footprint
  • If using subcontractors or partnerships, must disclose all collaborative arrangements fully at the point of bidding
  • Must retain absolute, non-divisible accountability for the contract delivery (prime provider responsibility)
  • Must ensure clinical equity across all four geographical areas
  • Must be registered and able to bid under the Health Care Services (Provider Selection Regime) Regulations 2023

Key Tasks & Deliverables

  • Design and deliver a new Community Tier 2 Gynaecology Service for routine benign gynaecology conditions across four geographical areas of Lancashire and South Cumbria
  • Provide long-term transformational solution to current demand and capacity issues in secondary care gynaecology services
  • Create standardised governance frameworks and clinical pathways across all four operational areas to ensure consistency of care
  • Establish unfragmented patient care pathways (seamless patient journeys from referral through treatment)
  • Manage localised service delivery across geographically dispersed areas while maintaining service standards
  • Exclude urgent cases and suspected gynaecological cancer referrals from this service (these go elsewhere)
  • Manage and coordinate any subcontractors or partnership organisations to deliver service elements

How to Read This Tender

  • 1This is a Prior Information Notice (PIN), not a live tender — it's advance warning to give you time to prepare. Real bids won't be accepted yet; the actual tender documents and assessment criteria will come later when the 'Competitive Process' formally launches.
  • 2Pay close attention to the phrase 'single contract to one prime provider' — even though you can use subcontractors or partners, one organisation must take full legal and operational responsibility for the entire service across all four areas. You cannot split the contract between multiple bidders.
  • 3The £10 million figure is approximate and covers 3 years plus a potential 2-year extension — understand that if you bid, you're committing to at least 3 years, with the possibility of continuing for another 2 years. Budget accordingly for long-term staffing and infrastructure.
  • 4The four geographical areas listed (Central and West Lancashire, South Cumbria and North Lancashire, Blackpool Fylde and Wyre, East Lancashire and Blackburn with Darwen) must all be served by your service. If you only operate in one or two areas, you'll need to work out how to cover the others, either directly or via partners.
  • 5The contract scope specifically excludes urgent cases and suspected cancer referrals — make sure you understand what 'routine benign gynaecology' means and clarify with the NHS contact (Nicola.hicks4@nhs.net) if you're unsure what services are included.

Tips for Small Businesses

  • If you're a smaller provider or specialist clinic, consider forming a consortium or partnership with larger NHS trusts or established private gynaecology providers to cover all four geographical areas. You can bid as a prime provider leading a partnership — just disclose all partners upfront. This spreads risk and allows you to focus on your geographic strengths.
  • The deadline for pre-procurement questions is 29 June 2025 — submit questions early to clarify what 'Community Tier 2' services include, what the activity baseline is (e.g., how many patients per year), and what clinical protocols or standards are expected. This information will help you cost the bid accurately.
  • Social value and innovation are likely to be assessed in the full tender. Start thinking now about how your service would improve equity across these areas, integrate with local primary care, reduce waiting times, or use new technology (e.g., remote consultations). Document this in your bid.

Don't be put off by health jargon; the service is fundamentally about managing wheelchair stock and keeping people mobile.", "The contract value is large (£9–15 million) but spread across five or seven years and three boroughs — work out what that means per borough, per year and per expected service user to understand the scale. The annual envelope is £1.8–2.2 million, so plan your staffing and operating costs accordingly.", "The 'optional extension period' means the ICB can renew for another two years, but it's their choice, not guaranteed. Plan for the five-year term as firm and the two-year extension as possible revenue.", "Watch for the phrase 'full procurement documents' — the tender notice gives you the headline requirements, but the detailed service specification, activity assumptions, performance targets and mobilisation timetable will be in documents you'll receive when you formally register. Request these early and read them thoroughly before deciding to bid.", "The ICB has done user and carer engagement already — they know what's currently wrong (slow assessments, poor communication, inconsistent repairs). Your bid should directly address these pain points with concrete actions. Look for the engagement feedback when it's published and build your solution around it.", "The contract starts 1 April 2027, which gives you planning time. This is not an emergency procurement — treat the timeline as your opportunity to design the service properly rather than rushing." ], "sme_tips": [ "Consider subcontracting or consortium partnerships: a small business may not have the geographic reach, clinical expertise or asset base to run this alone across three boroughs.
