The PDSA (a major UK animal charity) is looking for suppliers to provide veterinary medicines, pet food, and related products to their network of Pet Hospitals across the UK. This is an early 'Expression of Interest' stage — they're inviting capable suppliers to register, and only those who meet strict regulatory and operational standards will be invited to bid properly later.

How to Read This Tender
- 1This is an 'Expression of Interest' (EOI), not a full tender yet. You're being asked to show interest and capability now; the detailed specification, pricing requirements, and evaluation criteria come later in an 'Invitation to Tender' (ITT). Don't expect to quote prices or detailed costs at this stage.
- 2Regulatory standing is the gatekeeper — if you don't hold VMD licences or equivalent authorisations, don't apply. PDSA makes clear this EOI is 'not intended for organisations without relevant regulatory standing.' Check your current licences before registering.
- 3PDSA is a charity with public accountability, so they'll scrutinise your commercial practices and ethics closely. This isn't purely transactional; they want partners who align with animal welfare values and can justify pricing and practices to stakeholders.
- 4You can bid for specific product groups or categories, or for a broader portfolio. If you only supply certain veterinary medicines or pet food lines, you don't have to bid for everything — register interest in what you can genuinely support.
- 5Note the language about 'collaborative supplier relationships' and 'supply continuity planning' — PDSA wants ongoing partnership, not one-off supply. Be prepared to discuss how you'd work with them long-term, including handling shortages and product changes.
Tips for Small Businesses
- Register interest early and clearly. Email tenders@pdsa.org.uk with 'Veterinary Pharmaceutical Supply - EOI' in the subject line. Registration is free and low-risk; it gets you on the list for the full ITT without commitment. However, note that registration doesn't guarantee you'll be invited to tender — PDSA will pre-qualify based on regulatory capability.
- If you're a smaller supplier, consider a consortium approach. Partner with a larger distributor or manufacturer to strengthen your regulatory standing and supply chain capacity. Many SMEs in pharma supply win contracts by joining forces with a lead bidder who holds the primary VMD licence.
- Prepare your regulatory evidence and quality documentation now. When the full ITT arrives, PDSA will want to see your VMD licences, audit certificates (ISO 9001 or equivalent), pharmacovigilance procedures, and supply chain maps. SMEs often lose out by scrambling to compile this late — get it organised and keep it up to date.
