Overview
The Jobs Guarantee is a central part of the Government's Youth Guarantee initiative designed to tackle long-term youth unemployment. The programme, commissioned by DWP, aims to provide guaranteed jobs for 55,000 long-term unemployed young people over the next 3 years.
It targets those aged 18-24 who have been on Universal Credit for 18 months and may face complex barriers to work, including limited work experience, low skills, or wellbeing and confidence challenges. The programme provides a guaranteed, fully subsidised six-month paid job for each eligible participant, with the Government covering 100% of employment costs for 25 hours per week at the relevant minimum wage.
Alongside employment, participants receive tailored wraparound support, including pre-employment preparation, in-work mentoring and skills development, to help them sustain employment beyond the programme. DWP initially commissioned six Phase One pilot areas, with delivery beginning in Spring 2026.
Additional details
Phase Two is expected to roll out nationally very soon, with go-live of the service anticipated in November 2026. DWP plan to appoint a lead provider for each of the 25 areas they have selected.
It is expected that successful applicants bring their experience of the local labour market to source suitable jobs and match young people to them. The Growth Company are interested in receiving Expressions of Interest (EOI) from providers with recent experience of delivering employment support provision for young people facing complex barriers on an end-to-end basis.
The Growth Company intends to bid as a Prime provider for Jobs Guarantee (Phase Two). We are seeking to engage with partners that understand the local labour market in the delivery area, strong employer links and partners that have the expertise to help support young people.
As an experienced provider currently delivering Phase One in Greater Manchester, we understand what it takes to deliver high quality services and interventions for the target group. To apply for this EOI opportunity, please register as a supplier on the Panacea Supplier Platform at the following web address: https://app.panacea-software.com/growth Once you have accessed the site, to view the opportunity you need to navigate to 'Register Interest', click the 'Participate' Button, then navigate to 'My Questionnaires' where you will be able to download the relevant EOI document.
Your EOI submission must be made on the Panacea Portal. The deadline for submission of the required EOI document is at 17:00pm on Friday 12th June 2026.

The Growth Company is looking for partner organisations to help deliver the Government's Jobs Guarantee programme across 25 areas of England. This is a major employment support contract where your role would be to find jobs for 55,000 young people aged 18-24 who've been unemployed for 18+ months, support them during their six-month paid work placements, and help them keep employment afterwards.
Requirements
- Recent experience delivering employment support for young people facing complex barriers (e.g. low skills, confidence issues, health challenges)
- Proven end-to-end delivery capability (from initial contact through to sustained employment)
- Deep knowledge of the local labour market in your delivery area
- Strong existing relationships and links with local employers
- Expertise in supporting vulnerable young people with wraparound services
- Ability to register and submit bids via the Panacea Supplier Platform
- Registration as a supplier on the Panacea platform required before access to full EOI documents
Key Tasks & Deliverables
- Source and secure suitable job placements from local employers for eligible young people (25 hours per week minimum wage roles)
- Match individual young people to appropriate jobs based on their skills, interests, and barriers to work
- Deliver pre-employment preparation and training to help participants ready for work
- Provide in-work mentoring and support during the six-month paid employment period
- Deliver skills development and confidence-building activities alongside employment
- Provide tailored wraparound support to address individual barriers (wellbeing, transport, childcare, etc.)
- Help participants sustain employment and progress beyond the six-month programme
How to Read This Tender
- 1This is an 'Expression of Interest' (EOI), not a full tender yet — it's a shortlisting stage. DWP will use your EOI to decide which partners are invited to bid for actual delivery contracts. Answer honestly about your experience and don't oversell.
- 2The Panacea platform is the only submission route — don't email or post your response. Register early (the deadline is 12 June 2026) as technical issues can delay submissions. Allow time to download and understand the full EOI questionnaire.
- 3Pay attention to the 'local labour market' requirement — DWP wants you to prove you know employers, employment trends, and barriers in your specific area. Generic national knowledge won't be enough.
- 4The programme runs in 25 separate areas, each with a lead provider. You need to identify which area(s) you want to serve and be clear about your local presence and partnerships there.
- 5This is Phase Two (rolling out November 2026) — The Growth Company is the prime provider managing the overall contract. You would be a subcontractor or partner delivering services in your local area, not the main contractor.
Tips for Small Businesses
- This is a subcontracting opportunity under The Growth Company as prime. If you don't have capacity to deliver across a full 25-area region, focus on what you can genuinely deliver in one or two local areas where you have strong employer networks — be realistic and specific about your geography.
- Social value and local employment impact will matter. Emphasize not just how you'll support the 55,000 young people, but also how you'll work with local businesses, create sustainable jobs, and support your local economy beyond the programme period.
- Consider forming a partnership or consortium if you have gaps (e.g. if you're strong on mentoring but weak on employer links, partner with a local recruitment or business organization). Multi-organisation bids can be stronger if the partnerships are genuine and complementary.
