Overview
Cardiff Council is committed to supporting people with a Learning Disability, to live independently in the community within their own homes. The initial contractual arrangement was to support 310 people within Cardiff across 98 supported living schemes . The numbers may increase due to new supported living schemes being developed over the life time of the current contract which will be confirmed in the tender document.
Please be aware that no guarantee can be given with regard to the volume of services required. For the purposes of these services, Cardiff has been split into three localities with each locality representing a separate lot. Bidders will be able to bid for more than one lot, but no one supplier will be awarded more than one lot.
It will be for the tenderers to determine if they wish to bid for one or more lots.Cardiff Council therefore, seeks to appoint a maximum of three Supported Living provider organisations to deliver Personal Domiciliary Care (PDC) and Housing Related Support (HRS) services for people with a Learning Disability across the city. The Council proposes to award two separate contracts to the appointed provider for each locality: one in relation to the Housing Related Support (HRS) services and the other in relation to Personal Domiciliary Care (PDC) services. The proposed Contracts will commence on 2nd November 2027. It is estimated the contract will have a fixed term of six years, but this will be confirmed in the published tender documents.

Cardiff Council wants to hire up to three separate care provider organisations to deliver supported living services for adults with learning disabilities across Cardiff. The work involves providing personal care assistance and housing support services to approximately 310 people living in their own homes, split across three different areas of the city. Each winning organisation will run two separate contracts per area (one for personal care, one for housing support), starting November 2027 for a six-year term.

- Must comply with all relevant health, safety, and social care regulations
- Must be able to scale services as new supported living schemes develop during contract term

- Manage and coordinate care across up to 32-33 supported living schemes per locality
- Support service users to live independently in their own homes within the community
- Respond to variations in service demand as new schemes are developed during the six-year contract
- Maintain detailed service records and report to Cardiff Council on service delivery and outcomes
How to Read This Tender
- 1This is a 'lot-based' tender — Cardiff is split into three separate geographic areas and you can only win ONE area maximum. Decide early which locality suits your operations best, as you cannot bid for multiple areas even if you're large enough.
- 2Two separate contracts per area means you'll be managing two distinct contracts with different compliance and reporting requirements (PDC and HRS) — budget for separate management and staffing structures.
- 3The volume of service users 'may increase' — this is deliberate vagueness to protect the Council. Don't assume you'll always have exactly 310 people. The full tender documents will clarify growth expectations and whether you're obligated to take on new schemes.
- 4The six-year term is 'estimated' and 'to be confirmed' — flag this as a risk. Ask in your clarification questions whether there's an option to extend, early termination clauses, or what happens if the contract is cut short.
- 5Check the tender documents carefully for: payment structures (block contract vs. per-unit pricing), the exact staffing ratios required, training qualifications needed, and whether the Council will provide service user information upfront or if you inherit existing providers' caseloads.
Tips for Small Businesses
- Consider forming a consortium with another small care provider — you can't bid for two areas alone, but a partnership could bid for separate areas if each partner meets the requirements. This spreads risk and gives you geographic coverage.
- Social value scoring is likely important for a local authority contract. Emphasise local job creation, apprenticeships, support for disadvantaged groups, or community partnerships. Small providers often score well here against large corporate competitors.
- This contract requires significant operational infrastructure (staff scheduling, training compliance, safeguarding systems, medication management). If you're small, assess realistically whether you have the back-office capability or if you need to invest in systems/staff before bidding. A failed contract delivery damages reputation permanently in social care.
