Overview
The Scottish Courts and Tribunals Service (SCTS) has an ongoing requirement for the provision of employee uniforms across courts and tribunals throughout Scotland. SCTS is seeking engagement with suppliers capable of delivering uniform solutions for employees undertaking the following roles: - Court Officers / Messengers - Supervisors - Reception - Macers - Depute Clerks The core uniform includes: Jacket, trousers, skirts and dresses.
Dependant on the role these can be black or navy blue and we currently offer the Clubclass Everyone Collection. White or light blue shirts and blouses.
Ties and white bow ties. Optional items include: Branded fleece and soft shell jackets.
Eligibility & compliance
The appointed provider will be required to operate a dedicated platform through which SCTS employees can independently order their uniforms using a points-based allocation system.
Additional details
This system will give individual employees the flexibility to select and order uniform items according to their needs. The provider will also be responsible for delivering uniforms to locations across Scotland, as well as managing returns and recrediting accounts.
SCTS is issuing this Prior Information Notice to engage with the market and provide early visibility of the procurement activity. SCTS anticipates publishing the formal tender during summer 2026.
The purpose of this notice is to inform suppliers of the anticipated nature and scope of the forthcoming requirement. The evaluation process will assess both price and quality.
Technical evaluation criteria are expected to include the following: - Quality of uniforms: Suppliers will be expected to demonstrate the provision of high-quality and practical uniforms suitable for daily operational use. A physical sample of proposed uniform items will be reviewed by an evaluation panel during the tender process. - Branding and sustainability: Suppliers must demonstrate the capacity to incorporate and apply the SCTS logo across all uniform items, while supporting responsible uniform recycling practices. - Material suitability: Ability to provide a range of materials appropriate for varying climatic conditions across Scotland, for example, accounting for differences in weather between locations such as Aberdeen and Edinburgh. - Sizing inclusivity and range: Suppliers must offer an inclusive size range across all uniform categories, providing suitable fits for different body shapes and including maternity wear.
This notice does not constitute a formal Invitation to Tender (ITT). Any future procurement process will be conducted in accordance with applicable public procurement regulations. We will proceed to publish an Invitation to Tender on PCS, formally inviting suppliers to submit bids in accordance with the procurement timetable and requirements set out in the tender documentation.
