AI Analysis

SCAPE Scotland is opening a major 4-year framework (extendable to 6 years) for construction, housing, and building works across Scotland. Public sector organisations will use this framework to buy construction services, with seven separate lots available worth £250m to £1bn each. Only one supplier will be chosen per lot, and they must either do the work themselves or manage a supply chain of subcontractors.
Requirements
- Annual turnover of £150m per annum (minimum) for Group A lots (Lots 1, 2, 3)
- Annual turnover of £50m per annum (minimum) for Group B lots (Lots 4, 5)
- Annual turnover of £50m per annum (minimum) for Group C lots (Lots 6, 7)
- Must be an established company, consortium, or joint venture
- If bidding as a consortium or joint venture, must form a single legal entity before contract award
- Must be able to deliver construction works and services directly or through a managed supply chain
- Must be willing to work collaboratively with public sector clients, consultants, contractors and partner providers
- Registration on Delta e-sourcing portal (free) required to access tender documents
- All contract performance and commitments will be monitored throughout framework duration
Key Tasks & Deliverables
- Deliver general construction works including building completion work and joinery/carpentry installation (all lots)
- Deliver new build and refurbishment housing construction works and services (Group C lots only)
- Manage and coordinate supply chain partners to deliver works
- Work collaboratively with multiple public sector clients, in-house consultants, and external consultants
- Perform all services in accordance with framework agreement and individual delivery agreements
- For Group B (Lots 4-5): deliver individual projects up to a maximum of £12.5m each
- For Group A (Lots 1-3): deliver projects with no upper limit, provided they stay within overall framework value
How to Read This Tender
- 1Understand the lot structure: There are 7 lots split into 3 groups (A, B, C). You can apply for one or more lots, but each lot will only have one winner. Group A is for large suppliers (£1bn value, £150m turnover required), Group B is medium (£250m value, £50m turnover), and Group C is housing-specific (£250m value, £50m turnover). Pick the ones you're eligible for.
- 2Note the selection process: SCAPE will shortlist 6 bidders (or 5 for Group C) in stage 1 (called 'SPD' - Supplier Pre-Qualification Document), then only those shortlisted firms will be invited to submit a full tender (ITT - Invitation to Tender). Don't expect to get to the second stage unless you score in the top 6 or 5.
- 3Check the framework duration carefully: It's 4 years initially, with an optional 2-year extension at SCAPE's discretion, meaning total could be 6 years. This is a long-term relationship, not a one-off project.
- 4Understand what 'framework' means: This isn't one big project. Public sector bodies will order individual projects from you as they need them, up to the stated value. You must be ready to mobilise different projects with different clients throughout Scotland.
- 5Register on Delta now: You'll need the access code (RC53GXZEX4) to see the full tender documents. Don't wait until the deadline to register—get familiar with the portal early and read the detailed specifications, scoring criteria, and standard terms before deciding to bid.
Tips for Small Businesses
- Unless you're already a very large construction firm (£50m+ annual turnover minimum), you likely can't bid alone on this. Consider forming a consortium with other construction firms or specialist partners to meet turnover requirements. Just remember you must legally merge into a single entity before contract award.
- Even if you're not big enough to bid as lead, you could approach larger firms about becoming part of their managed supply chain. Frame yourself as a specialist in joinery, carpentry, or housing refurbishment to attract framework winners looking for reliable subcontractors.
- The full tender documents (not in this notice) will include scoring criteria. Expect questions about social value, sustainability, safety record, and team capacity. Start preparing evidence now: certifications, case studies, staff CVs, health & safety policies, and references from similar projects.
