High Complexity

Balfour Beatty is looking for specialist subcontractors to design, manufacture, and supply reinforced soil retaining wall systems for the Lower Thames Crossing project. This is a major infrastructure programme, and they want experienced companies that can handle the full service from design through to delivery on site.

Requirements

  • Demonstrable experience designing and/or supplying reinforced soil retaining walls
  • Proven experience with geotechnical or civil engineering structures
  • Strong health, safety, and environmental performance record
  • Robust quality management systems in place
  • Relevant industry certifications (HAPAS certification mentioned as example)
  • Capability to support project sustainability and carbon reduction objectives
  • Ability to deliver in line with project programme and timescales
  • Ability to work safely and efficiently on major infrastructure projects

Key Tasks & Deliverables

  • Design reinforced soil retaining wall systems to project specifications
  • Manufacture reinforced soil wall components and systems
  • Supply reinforced soil retaining walls to site
  • Integrate design, manufacturing, and supply services as a complete package
  • Ensure all work meets health, safety, sustainability, low carbon, and quality standards
  • Support the Lower Thames Crossing programme objectives for sustainability and social value

How to Read This Tender

  • 1This is an 'expressions of interest' stage — they're not yet asking for full bids. You're being asked to prove you're qualified and capable. Complete the eligibility criteria form accurately; this is your chance to show why you should be shortlisted.
  • 2The phrase 'integrated design, manufacturing and supply services' means they want one company handling all three stages, not separate specialists. If you can only do one part (e.g., just supply), mention that upfront when applying.
  • 3HAPAS certification is mentioned — check if your company has this or similar accreditation. If not, understand what gap this creates and whether you can close it before bidding.
  • 4This is part of a major national infrastructure project (Lower Thames Crossing), so expect strict compliance requirements around health, safety, sustainability, and carbon. Budget and planning should reflect this.
  • 5The deadline is 21 May 2026. Submit to the email address provided. Don't miss this date — expressions of interest often have hard deadlines with no extensions.

Tips for Small Businesses

  • If you're smaller or don't have all the experience in-house, consider partnering with another company or bringing in a technical partner. Many contractors form consortiums for infrastructure work — this can strengthen your bid without you having to do everything alone.
  • Emphasise your sustainability and carbon reduction credentials. The contract specifically mentions 'low carbon' and 'social value objectives'. If you've reduced waste, used recycled materials, or supported local employment, highlight this — it can differentiate your bid.
  • Before applying, request the full tender documents from Balfour Beatty. The eligibility criteria form is just the start. You'll need detail on quantities, site conditions, programme dates, and quality standards. Don't bid blind — understand the full scope first.
