Overview

National Highways is inviting organisations to apply to the Social Enterprise Dynamic Purchasing System (SEDPS) to provide Goods and/or Services to National Highways, our Supply Chain and other Government departments across England. The SEDPS is available to organisations with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or in the community, rather than being driven by the need to maximise profit for shareholders and owners.

The SEDPS is also open for use by any organisations that directly (i.e. any organisation who has a live contract directly with National Highways) and indirectly (i.e. any organisations who has a live contract with a direct supplier of National Highways) provides works and/or goods and/or services to National Highways. If you are interested in using the SEDPS or would like further information, please contact the National Highways Procurement Team at socialenterprisedps@nationalhighways.co.uk.

The use of the SEDPS is to further National Highways' commitment to social value, in support of National Highways Social Value Plan. A link to the plan can be found below. https://nationalhighways.co.uk/media/tdog2fma/ccs06222972... The SEDPS launched on the 14th August 2023 for 3 years, with an expiry date of the 14th August 2026.

Low Complexity

National Highways is extending their Social Enterprise Dynamic Purchasing System (SEDPS) for another two years until August 2028. This is an open framework that allows social enterprises (businesses that reinvest profits into social/community goals rather than shareholder returns) to sell goods and services to National Highways, other government departments, local authorities, and universities across England.

Requirements

  • Must be a social enterprise with primarily social objectives
  • Surpluses must be principally reinvested for social purposes in the business or community, not maximised for shareholder/owner profit
  • Must be able to provide goods and/or services to National Highways standards
  • If applying to use the system: must be a government agency, public body, local authority in England/Wales/Scotland, university, educational provider, or organisation with a live contract (direct or indirect) with National Highways

Key Tasks & Deliverables

  • Apply to join the SEDPS register as an approved social enterprise supplier
  • Once approved, respond to specific call-offs and contracts issued by National Highways or other government bodies using the framework
  • Deliver goods and/or services according to individual contract specifications issued through the system

How to Read This Tender

  • 1This is a 'Dynamic Purchasing System' — think of it as a pre-approved supplier list. You apply once to join, then you can bid for individual jobs that come up, rather than bidding for one big contract.
  • 2The notice is mainly telling the market that the deadline has been pushed back from August 2026 to August 2028 — this is an extension, not a new tender. If you're already on the system, you're safe until 2028.
  • 3Check the webpage and social value strategy document linked — these explain what National Highways actually wants from social enterprises and what counts as 'social value' in their eyes.
  • 4The SEDPS is open to buyers across government, local authorities, and universities, not just National Highways — this means more potential customers for you if you're approved.
  • 5Contact the procurement team early (socialenterprisedps@nationalhighways.co.uk) — they manage applications and can clarify whether your organisation qualifies as a social enterprise.

Tips for Small Businesses

  • Check you meet the definition of a social enterprise before applying. If you're a standard limited company trying to maximise shareholder profit, you won't qualify — but if you're a community interest company, charity trading subsidiary, or co-operative reinvesting surpluses, you likely do.
  • Once approved, you're on a live supplier list for 5 years (until August 2028). You don't have to bid for every opportunity, but being on the framework gives you visibility to contracts across government, not just National Highways.
  • Read the Social Value Strategy document carefully — National Highways will score bids partly on social value (local employment, environmental benefit, community contribution, etc.). Structure your bids to show these benefits clearly.
