Overview
The Dynamic Purchasing System will be used for the provision of employability and skills services. The period of validity of the DPS will be 56 months from commencement.
Once a Supplier has successfully completed their application to the DPS, suppliers will be advised of the opportunities available as and when they arise. Suppliers can then choose whether they want to bid for the requirement or not (it is not compulsory to bid for every opportunity offered, and all suppliers within the DPS approved Supplier list will be informed of the opportunity, but can choose whether or not to bid on an individual basis).
Tender opportunities are likely to be offered either via an electronic auction (e-auction) exercise or via an electronic quote mechanism (currently In-Tend). Estimated value excluding VAT: £60,000,000.00 In order to submit an application to the DPS and bid for call-off's as and when they arise, you will need to register as a Supplier on our e-procurement portal, CSW-Jets (https://in-tendhost.co.uk/csw-jets/aspx/Home).

Wolverhampton City Council is setting up a Dynamic Purchasing System (DPS) — a standing list of approved suppliers — to provide employability and skills training services over 56 months. Once you're approved to join the DPS, you'll be notified of individual training contracts as they become available and can choose which ones to bid for.
Requirements
- Must register as a Supplier on the CSW-Jets e-procurement portal (https://in-tendhost.co.uk/csw-jets/aspx/Home)
- Must complete and pass the initial DPS application process
- Must be able to deliver employability and skills services
- No specific qualifications, certifications, or experience levels stated in this notice — check the full tender documents on CSW-Jets for detailed eligibility criteria
Key Tasks & Deliverables
- Deliver employability training and skills development services to be specified in individual call-off contracts
- Respond to tender opportunities issued via e-auction or electronic quote (In-Tend) as they arise
- Participate in competitive bidding for individual training contracts within the 56-month framework
How to Read This Tender
- 1This is a 'framework' contract, not a single fixed job — you're joining a supplier list first, then bidding for work as it comes up. Don't expect to know the full scope upfront.
- 2The £60m estimated value is the **total** the council might spend across ALL approved suppliers over 56 months — not what you'll earn. Read individual call-offs to see actual contract values.
- 3Registration on CSW-Jets is mandatory and must be done before you can apply to the DPS. Set aside time to understand that portal.
- 4E-auction and In-Tend are electronic bidding tools — familiarise yourself with how they work. The council will use these for each opportunity, so bidding will be competitive and time-bound.
- 5Being on the DPS list doesn't guarantee work — you must actively bid for each contract that interests you. Read the full tender documents carefully to understand approval criteria and contract terms.
Tips for Small Businesses
- Consider partnering with other training providers or joining a consortium — this can strengthen your application if you lack certain services or geographic coverage the council wants.
- Start your CSW-Jets registration early. Portal registration can be slow; don't leave it until the DPS deadline.
- Once approved, set up internal systems to monitor DPS opportunities in real time. Bidding windows are likely short, and late submissions won't be considered. Consider assigning one person to watch for new opportunities.
