Yorkshire Purchasing Organisation (YPO) is setting up a long-term supplier list (called a Dynamic Purchasing System) for road marking and surfacing work. If you're approved, you'll be on their approved vendor list and can bid for individual jobs over the next 11+ years, covering everything from painting road lines to laying new surfaces and removing graffiti from public roads, car parks, and sports grounds.
Requirements
- Must be able to supply road marking products (paint, thermoplastic, etc.)
- Must be able to supply surfacing products (permeable and non-permeable materials)
- Must provide road traffic management installation and monitoring services
- Must be able to perform retroreflectivity testing (checking if road markings reflect light properly)
- Must be able to clean and remove existing road markings and graffiti
- Must be able to install and maintain road markings on public highways, car parks, recreational areas, sports grounds, drives, footpaths, cycle paths, and runways
- Must comply with all Health & Safety regulations for working on public roads
- Check full tender documents for insurance, quality standards, and environmental compliance requirements
Key Tasks & Deliverables
- Supply road marking materials (paint, reflective coatings, thermoplastic products)
- Install new road markings on various surfaces (highways, car parks, sports pitches, cycle paths)
- Remove and clean old road markings and graffiti from public spaces
- Supply and install permeable surfaces (e.g. porous tarmac, gravel systems)
- Supply and install non-permeable surfaces (standard tarmac, concrete)
- Provide and manage traffic control during road works (cones, signs, lane closures)
- Carry out retroreflectivity testing to ensure road markings meet safety standards
- Monitor and maintain safety during installation and removal works
How to Read This Tender
- 1This is a DPS (Dynamic Purchasing System) — not a single contract. You're applying to join a pre-approved list. Once approved, you'll compete on individual jobs as they come in, so winning approval doesn't guarantee work.
- 2The dates show this ran from October 2017 to February 2029 with annual reviews — this means prices and performance are checked yearly, so you need to stay competitive and maintain quality standards.
- 3The scope is very broad (highways, car parks, sports grounds, etc.) — you don't need to do everything listed, but be clear in your bid which services you specialise in and which you can subcontract.
- 4YPO is a local government buying consortium, so expect formal processes, competitive bidding, and public sector compliance (environmental, social value, H&S audits).
- 5Read the full tender documents carefully for technical specifications (road marking standards, surface durability requirements) and quality metrics — these will determine how often you get awarded work.
Tips for Small Businesses
- Consider subcontracting — you don't need to do all services in-house. If you're strong in road marking but weak in surface laying, partner with a specialist and bid as a team. YPO often welcomes consortium bids.
- Emphasise your local knowledge and existing relationships with local authorities or highways teams. YPO suppliers often win repeat work based on reliability and customer satisfaction.
- Check if there's a social value scoring section in the full tender — public sector contracts often reward local employment, apprenticeships, or environmental initiatives. Highlight these if you offer them (e.g. training local workers, using eco-friendly products).
