Overview

YPO are looking for Suppliers to be appointed onto a Dynamic Purchasing System (DPS) for the provision of Alternative Fuelled Vehicles. The DPS is designed to meet the needs of all public sector organisations which includes YPO's internal requirements and any of YPO's wholly owned associated or subsidiary companies.

Please note that deadline for submissions for the initial establishment/first round of the DPS is 13th April 2021 at 14:00. Following the initial establishment, the DPS will remain open for any Suppliers to submit a bid at any point until the closing date of the DPS.

The DPS will cover the period from 3rd May 2021 to 2nd May 2025 with an option to extend. The decision to extend the contract period will be taken by the end of March 2025, this extension will be up to 23 February 2029.

Additional details

All extensions will be dependent on satisfactory completion of all aspects of the contract to date, the current market conditions for this category and YPO's contracting structures. The maximum contract period will therefore be from 3rd May 2021 to 23rd February 2029 (subject to an annual review, incorporating price negotiations and KPI performance).

Medium Complexity

YPO (a public sector procurement organisation) is setting up a Dynamic Purchasing System (DPS) to supply alternative fuelled vehicles (like electric, hydrogen, or hybrid cars) to all UK public sector organisations. If you're approved as a supplier, you can sell vehicles through this framework from May 2021 onwards, with the potential to trade for up to 8 years.

Requirements

  • Must be able to supply alternative fuelled vehicles (electric, hybrid, hydrogen, or similar low-emission vehicles)
  • Must be approved to trade with public sector organisations
  • Must comply with all contract terms and annual KPI performance reviews
  • Must accept that prices may be renegotiated annually
  • Initial submission deadline: 13th April 2021 at 14:00 (note: this deadline has now passed; check if the DPS is still accepting rolling applications)
  • After initial deadline, suppliers can submit bids at any point until the DPS closing date
  • Must meet any specific insurance, legal, and compliance requirements set out in full tender documents (not detailed in this notice)

Key Tasks & Deliverables

  • Supply alternative fuelled vehicles to public sector customers who request them through the DPS
  • Maintain stock or supply capability to meet orders from any UK public sector organisation
  • Provide pricing that remains competitive through annual price negotiations
  • Meet agreed Key Performance Indicators (KPIs) throughout the contract period
  • Fulfil orders from multiple public sector buyers simultaneously (this is a framework, not a single buyer)

How to Read This Tender

  • 1Understand what a 'Dynamic Purchasing System' means: it's an open framework where you register once, then public sector organisations can call off orders from you directly without a separate tender process. Once approved, you could get business from schools, councils, NHS trusts, etc.
  • 2Note the two-stage timeline: there was an initial deadline (13 April 2021), but the DPS remains 'open' for new suppliers to apply rolling applications. Check the full tender documents to see if applications are still being accepted and what the current closing date is.
  • 3The contract runs for 4 years (May 2021–May 2025) with a possible 4-year extension until February 2029. However, extensions are not automatic—YPO will decide by end of March 2025 based on your performance, market conditions, and their needs.
  • 4Look for the detailed specification of which vehicle types count as 'alternative fuelled'—does this include plug-in hybrids, full electric only, hydrogen, or all of these? The notice doesn't spell this out, so it's critical in the full documents.
  • 5Watch for the annual review clause: your prices and performance will be reviewed every year, so you need to be ready to negotiate and demonstrate that you're hitting service targets.

Tips for Small Businesses

  • This is a standing offer framework, not a one-off purchase—if you're approved and perform well, you could have steady business for years. However, you must be able to fulfil orders from multiple different public sector organisations, so ensure you have supply chain resilience and can handle variable demand.
  • Consider whether you can genuinely supply 'alternative fuelled vehicles' at scale. If you're a small dealer, you might subcontract directly to a larger vehicle manufacturer or distributor who already produces these vehicles, then take a margin. Check the terms to see if subcontracting is allowed.
  • The annual KPI and price negotiation clauses mean margins could be squeezed over time. Build this into your pricing strategy upfront—don't bid too thin initially expecting easy money, because YPO will expect price reductions and will drop you if you don't hit service standards.
