Thirty-two councils, NHS Scotland boards, Scottish Government directorates and agencies like Scottish Procurement and Scotland Excel (the councils' centre of expertise) structure the market, with national frameworks covering many common categories.
Notices are aggregated from Contracts Finder, Find a Tender, the devolved-nation portals and 400+ council procurement sites, then summarised in plain English. Suppliers working in Scotland use the chart below to gauge how active this category is month-to-month, and the list to find live opportunities to bid on.

How do I win Research and development services and related consultancy services contracts in Scotland?
Evaluation tenders are scored on methodology rigour: named research leads with publication records, realistic sampling/recruitment plans and ethics handling decide outcomes. Departments reuse trusted suppliers via research frameworks and DPS lists, so getting onto those (and delivering the first small study impeccably) compounds into repeat awards. Register on Public Contracts Scotland and PCS-Tender — nothing Scottish reaches English portals reliably. Scottish policy emphasises community benefits (their social-value equivalent), fair work practices (real Living Wage, no inappropriate zero-hours) and SME access through lotting; Scotland Excel frameworks are the route into council goods and care markets, and Quick Quotes on PCS distribute sub-threshold work to registered suppliers only.
