Overview
Walsall Council ("the Council") invites Competitive Tender Responses, for the provision of a Strength and Balance Service. The aim of this service is to support older adults and individuals at increased risk of falls, frailty and loss of independence.
The service will provide targeted preventative health interventions to improve strength, balance, mobility and functional ability, reduce the risk of falls and associated injuries, promote healthy ageing, and enable individuals to maintain their independence for as long as possible. Through early identification and intervention, the service will also help to prevent avoidable deterioration, reduce demand on health and social care services, and support people to remain healthy, active and independent within their communities.
Participants should note that this Competitive Tender Process falls under the Provider Selection Regime as set out in Part 2; Regulations 6(7) and 11 of the Health and Social Care Services (Provider Selection Regime) Regulations 2023. Please see tender documentation for further details.

How to Read This Tender
- 1Look for the sections on the Provider Selection Regime (PSR) – they set out the legal framework and evaluation criteria specific to health‑care contracts
- 2Check the tender documents for detailed service specifications, performance metrics and reporting requirements – these will tell you exactly what the Council expects to measure
- 3Pay attention to the eligibility and compliance clauses (e.g., safeguarding, GDPR, insurance) – missing any of these can disqualify your bid
- 4Note the submission deadline (12:00 hrs on 1 Oct 2026) and the requirement to express interest via the e‑Tendering portal – late or incomplete submissions are rejected
- 5Identify any mandatory evidence you must provide (e.g., past contract references, staff qualifications, quality assurance processes) and prepare those files early
Tips for Small Businesses
- Partner with a local physiotherapy practice or community group to broaden capacity and meet experience requirements without over‑stretching your resources
- Highlight the social value of keeping older people independent – this is often scored favourably in PSR contracts
- Consider a joint bid or subcontracting arrangement if the full service scope feels too large for a single small firm
