High Complexity

Scottish Water wants to buy plastic wall chambers (underground boxes that hold water pipes, valves, and meters) from a single supplier for 4 years, with the option to extend for another 2 years. You'll need to supply different sizes of these chambers to their storage locations across Scotland and meet strict technical standards.

Requirements

  • Must comply with BS5834 Part 2 2011 (British Standard for plastic inspection chambers)
  • Must be tested to D400kN EN 124 unsupported (can handle 400 kilonewtons of weight without support — heavy vehicle load testing)
  • Must meet Scottish Water internal standards: SSP-SP-SPE-07000720-01, SSP-SP-SPE-07000721-01, SSP-SP-SPE-03000302, and SSP-SP-SPE-04000404 (Section 404.17)
  • Minimum 2 years warranty on all products
  • Must deliver to three Scottish Water storage hubs: Glasgow (G32 8XZ), Dundee (DD4 7RN), and Inverness (IV3 8AB)
  • Must supply a range of sizes as per Scottish Water's pricing schedule
  • Must supply multiple chamber types: SV plastic chambers, access/standard plastic chambers, large plastic chambers, and accessories

Key Tasks & Deliverables

  • Supply plastic wall chambers in multiple sizes to meet Scottish Water's pricing schedule specifications
  • Deliver all products to three designated storage locations (Glasgow, Dundee, Inverness)
  • Provide SV plastic chambers (small valve chambers)
  • Provide access/standard plastic chambers for regular use
  • Provide large plastic chambers for bigger installations
  • Supply chamber accessories (covers, frames, adapters, etc.)
  • Ensure all chambers are tested and certified to required standards before delivery
  • Provide 2-year warranty and technical support throughout 4-year contract

How to Read This Tender

  • 1This is a 'framework agreement' — Scottish Water is locking in a supplier for 4 years rather than buying on the spot market. They'll place orders as needed, so you're committing to supply at agreed prices, not delivering everything upfront.
  • 2The technical standards (BS5834, EN 124, and those Scottish Water codes) are non-negotiable — download them from Atamis (their online tender system) immediately. D400kN testing is critical; it means your chambers must be load-tested and certified. If you don't already have this certification, you'll need to get products tested before bidding.
  • 3The pricing schedule is crucial — Scottish Water will specify exact chamber sizes and quantities in a separate document. You need to see this to know what you're quoting for. Ask for it upfront if it's not in the tender pack.
  • 4Three delivery locations means logistics costs; factor in transport to Glasgow, Dundee, and Inverness. Check if you need your own fleet or can use Scottish Water's 'stores partner' (they may handle collection).
  • 5The 2x24-month extension options mean Scottish Water can keep you on for up to 8 years total if they're happy. That's a stable, long-term contract — but also means you're locked in at your quoted prices.

Tips for Small Businesses

  • If you're a distributor rather than a manufacturer, contact chamber makers now to confirm they can meet BS5834 and D400kN EN 124 testing — if they don't have current certification, you'll need to fund testing (costs £2k–£5k typically). Alternatively, consider partnering with an accredited manufacturer as a subcontractor.
  • Logistics is your margin killer — three Scottish locations mean separate delivery runs. Quote carefully for transport or negotiate a collection arrangement with Scottish Water's stores partner beforehand. Small businesses often underestimate delivery costs on 4-year frameworks.
  • Social value scoring matters in Scottish Water tenders — highlight any apprenticeships, local employment, or environmental benefits (e.g., recycled plastic content, carbon offset). Even small commitments can improve your scoring and competitiveness against larger rivals.
