Full Description

The HS2 Operational Telephone System shall provide an integrated, route wide, telephone communications system at key infrastructure locations to support the operation and maintenance requirements of HS2.

The Operational Telephone System shall be based on VoIP technology and consist of the following sub systems:

  • SIP Telephony Server (at primary + secondary location for redundancy)
  • Station SIP server at each of the four HS2 stations, to provide SIP solution for Station end devices (end devices are provided by the HS2 station contractor).
  • Voice Recorder
  • HMI touch screens - for use by HS2 NICC operations staff, Station Controllers, Depot Controllers to make and receive operational calls.
  • IP Telephony consisting of the following:

o Fallback IP Phones - suitable for operators desk and will act as a fallback for the OTS HMI

o Equipment Room IP Phones - suitable for desk or wall mounted within equipment rooms and REBs.

o Tunnel Ventilation Equipment Room - IP telephony or intercom suitable for high background noise environments.

o Ruggedised Direct Line and Keypad phones - suitable for highspeed rail trackside, tunnel locations (telephone instruments shall be suitable for aerodynamic effects for line speed of 360kph) and external environments.

o Refuge Area Help Point with Induction Loop

  • Computer Telephony Integration (CTI), Softphone client & SDK
  • PSTN - OTS shall be connected to Public Switched Telephone Network (PSTN)
  • Session Border Controller - for SIP trunks to external systems
  • Management and maintenance terminal for the OTS
  • Supply of a reference system, comprising of single SIP server (hardware + software), HMI (inc software), VoIP Desk phone, Refuge help point, Ruggedised

Direct line + Keypad phone, call logging and recording.

  • All hardware and software/firmware to deliver the above, noting that certain aspects can be proposed to be virtualised (eg SIP server).

Siemens have quantified the list of OTS equipment required will be provided during the tender, but shall be sized for the following equipment and end devices:

  • 1600 end devices across the Line of Route (inc NICC, depots, Railways Systems Compounds, Tunnel Telephones, Radio Mast Compounds etc)
  • 430 end devices at Euston Station
  • 605 end devices at Old Oak Common Station
  • 400 end devices at Curzon Street Station

The OTS shall interface with following other systems through the use of industry standard protocols and CTI:

  • Engineering Management System (EMS) - alarm management and supervision
  • Train Dispatch System (TDS) - provision of a softphone client
  • Station Information Management System - provision softphone client/SDK
  • Lift phones
  • Cross Passage PAVA Systems - this interface will enable the OTS to be used to make PAVA announcements
  • Network Rail Telephony Network
