Overview

The Council is seeking to establish a multi-supplier Highways Framework Agreement to support the delivery of highway maintenance, improvement, construction, specialist services, materials supply, plant hire and associated activities across the highway network and related infrastructure. In anticipation of Local Government Reorganisation (LGR), the Council reserves the right to vary the scope, value and volume of services procured through the Framework.

Should additional requirements arise as a result of LGR, the total estimated Framework value may increase to a maximum of £107,325,000 million EX VAT. Stage 1 - Invitation to Participate This will be the PSQ stage that suppliers complete such as their economic and financial standing and their technical/ professional ability.

The Council will also ask scored and weighted questions to arrive at a shortlist of a maximum four highest scoring suppliers for each lot to take to Stage 2. Stage 2 - Invitation to Submit Final Tenders Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies.

The values attributed to individual lots are indicative only and do not represent any guarantee of expenditure. Actual spend may vary between lots depending on operational requirements, available funding and any changes arising from LGR.

Call-off contracts may include highway maintenance works, specialist highway services, traffic management, supply of materials, plant and equipment hire, haulage services and resource support. Requirements may range from small-scale reactive works to larger planned maintenance and capital improvement schemes.

Appointment to the Framework does not guarantee any minimum value or volume of work. Call-off contracts may be awarded by direct award and/or further competition in accordance with the Framework terms and procurement documents.

Supply and installation of Road Markings, High Friction Surfacing and Road Studs. The core value of this lot is £950,000 EX VAT over the 4 year term.

The value plus any options (LGR) is £1,425,000.00 over the 4 year term. Installation and maintenance of road restraint systems.

The core value of this lot is £500,000 EX VAT over the 4 year term. The value plus any options (LGR) is £750,000.over the 4 year term.

Provision of temporary traffic management for works and other third parties The core value of this lot is £800,000 EX VAT over the 4 year term. The value plus any options (LGR) is £1,200,000.00 over the 4 year term.

Traffic signals supply and installation including controller cabinets, poles, equipment, cabling, and detectors and maintenance. The core value of this lot is £6,000,000 EX VAT over the 4 year term.

The value plus any options (LGR) is £9,000,000.00 over the 4 year term. Multi-disciplinary highway works across Derby including improvement schemes, junction improvement schemes, road safety schemes, city centre improvements, maintenance and improvement of structures and drainage schemes.

The contracts will cover construction activities but may also include design works. The core value of this lot is £20,000,000 EX VAT over the 4 year term.

The value plus any options (LGR) is £30,000,000 over the 4 year term. Undertake carriageway maintenance to include planning, carriageway and footway surfacing, kerbing and ironworks.

The core value of this lot is £24,000,000 EX VAT over the 4 year term. The value plus any options (LGR) is £36,000,000 EX VAT over the 4 year term.

Undertake surface dressing, micro asphalt, footway slurry sealing treatments, pre patching and ironworks to carriageways and footways. The core value of this lot is £6,000,000 EX VAT over the 4 year term.

The value plus any options (LGR) is £9,000,000 EX VAT over the 4 year term. Provide various handheld tools, self-drive plant and equipment, and operated equipment to complement existing Client workforces under the supervision of The Client’s workforce.

The core value of this lot is £2,600,000 EX VAT over the 4 year term. The value plus any options (LGR) is £3,900,000 EX VAT over the 4 year term.

Provide operated hired vehicles to the Client’s in-house Highway Operations team so they can carry out a variety of civil engineering schemes across the city of Derby. The core value of this lot is £1,200,000 EX VAT over the 4 year term.

The value plus any options (LGR) is £1,800,000 EX VAT over the 4 year term. Provide the supply of Rolled Asphalt, Asphalt Concrete (Coated Macadam) and Coated Chippings for collection and delivery.

The core value of this lot is £6,300,000 EX VAT over the 4 year term. The value plus any options (LGR) is £9,450,000EX VAT over the 4 year term.

Provision of skilled and semi-skilled labour to complement existing workforces, sometimes at short notice, for completion of projects under the supervision of The Council’s workforce. The core value of this lot is £3,200,000 EX VAT over the 4 year term. The value plus any options (LGR) is £4,800,000 EX VAT over the 4 year term.
