Overview
The Welsh Government requires a rigorous and comprehensive systematic review of: Carbon pricing policies (including but not limited to emissions trading) implemented or considered in other parts of the world (at national, subnational or supranational level) and related to the following sectors: heating buildings, transport and agriculture. Mitigation policies to alleviate disproportionate impacts of carbon pricing policies on economically or socially vulnerable groups.
Wherever possible/relevant, the bidder is encouraged to take an intersectional approach (see this Welsh Government report for a definition of intersectionality) in their consideration of vulnerable groups. The literature on public perceptions and receptiveness to carbon pricing policies.

The contractor should be able to produce a clear and high-quality report and do a presentation of the findings to the client.
