Overview

The SPS has a number of facilities containing buildings and equipment which are required to be inspected, serviced and maintained. This work is carried out by the Estates and Technical Services Directorate managed by SPS Headquarters (HQ).

SPS currently operates 14 publicly managed prisons, two Community Custody Units (CCUs), its HQ, the SPS College, and a Central Stores facility, all situated across Scotland. This framework shall provide SPS with the capability to employ suitably qualified and experienced temporary staff, covering a range of skill sets required in maintenance services.

These staff shall have the relevant disclosure/security clearances (e.g. Level 1 Disclosure Scotland as standard). The SPS has commenced this procurement process in good faith and with the intention of awarding a contract.

Eligibility & compliance

The supplier shall be able to provide temporary staff to the SPS sites across Scotland and the level of service shall be consistent.

Additional details

Following publication of the Contract Notice, an Invitation to Tender (ITT) including the Single Procurement Document (SPD (Scotland) will be published by SPS and will be made available to bidders. Tender responses will then be evaluated by the SPS in accordance with the ITT.

Medium Complexity

The Scottish Prison Service (SPS) is setting up a framework to hire temporary maintenance staff for its prisons, custody units, HQ, college and stores across Scotland.

Requirements

  • Staff must be suitably qualified and experienced in maintenance services
  • Staff must hold the required security clearance – at least Level 1 Disclosure Scotland
  • Supplier must be able to provide temporary staff to any SPS site across Scotland
  • Service must be delivered consistently across all locations
  • Compliance with the forthcoming Invitation to Tender and Single Procurement Document (SPD Scotland)

Key Tasks & Deliverables

  • Supply temporary maintenance personnel to inspect, service and maintain buildings and equipment at 14 prisons, 2 community custody units, SPS HQ, SPS College and Central Stores
  • Ensure all supplied staff have the appropriate Level 1 Disclosure Scotland clearance before deployment
  • Maintain a consistent level of service quality across all SPS sites
  • Provide staff on an as‑needed basis throughout the contract period

How to Read This Tender

  • 1Read the ITT and SPD carefully – they contain the detailed evaluation criteria and the exact format for your response
  • 2Pay special attention to the sections on security clearances and geographic coverage – failure to meet these will disqualify your bid
  • 3Check the timeline for submission and any mandatory pre‑qualification questionnaires; missing a deadline is an automatic reject

Tips for Small Businesses

  • If you don’t have enough cleared staff, consider partnering with a vetted subcontractor who already holds Level 1 Disclosure Scotland
  • Highlight any social value you bring (e.g., local hiring, apprenticeships) as SPS often awards points for community benefit
  • Use the framework nature of the contract to propose flexible, on‑demand staffing rather than a fixed headcount, which can make your bid more attractive
