Overview

This arrangement relates to the appointment of an experienced developer to work in partnership to accelerate the development of key town centre sites in the pursuance of the physical, social and economic regeneration of Rotherham Town Centre. The chosen partner will be expected to bring a commercial skill set, excellent track record and innovative concept and vision to enable the development of these strategic sites at pace.

The partner requires a strong track record of working in similar locations and share the Council's vision to create a legacy of high-quality mixed-use developments. This will mean a commitment to creating communities, not just homes and demonstrable evidence of embedding a social value approach in all activity to ensure local people and businesses will benefit from this investment.

Fives land parcels are brought to market as follows: - Site at 3-7 Corporation Street, Rotherham, S60 1NP - Site at Snail Yard, 15 High Street, Rotherham, S60 1PT - Site at 127 Westgate, Rotherham, S60 1BJ (Riverside Residential) - Site at Sheffield Road, Rotherham, S60 1DA (Riverside Residential) - Site at The Statutes, Rotherham S60 1ER (former Magistrates Court). The works are split into 3 distinct phases, Stage One - the creation of Strategic Regeneration Plans which will then be used to identify the methodology to bring sites forward.

Additional details

Stage Two - the creation of Full Business Cases for each sites Stage Three - Development. Stage One is expected to be completed within 3 months and the procurement undertaken brings in-scope the option to progress into the future stages subject to relevant gateway approvals.

The Stage One works are awarded at a cost of £397,442 with a total estimated contract value across all stages of £100,000,000 (however this final sum will be determined as approvals to progress into Stages 2 and 3 are agreed). The total contract duration at this stage is not yet known as will be dependent on the works for each stage as agreed, therefore the end date of 31 July 2026 is the completion of Stage One only.
