Overview
Cornwall Council is undertaking a soft market test to gain an insight into the level of interest in the market for the provision of overnight respite services in the community. Do you have vacant beds that could work as respite beds?
This market assessment is not part of any procurement process. It is purely investigatory in nature, although it may be used to assist in developing this service.
Participation of this soft market assessment will not prejudice suppliers participating in any future procurement. If you are interested in this area of service provision and also helping with our assessment of the market we will be holding an open session to discuss respite services on the 31 August 2016 at 2pm – 4pm in the St Erme Community Centre, Trispen, TR4 9BD.

At the open session on 31 August we want to explore: • How respite can be delivered in Cornwall • How best to cope with demand • Provision at the weekend when demand is higher • Services that cut across age and need It would be beneficial if you could consider in advance, some positive solutions to address the points above.
Additional information: Background Cornwall Council operates four respite services that provide up to 50 respite bed spaces. The locations are Penzance, Truro and St Austell.
In addition to these places, Cornwall Council has two block contract arrangements to provide 8 respite placements across Cornwall for people with a disability. The respite services should complement existing Cornwall Council provision.
Respite provision in the context of this soft market test includes provision to be available 24 hours a day, 7 days a week, 52 weeks a year. This can include day provision either the day of or the day after the respite night.
The Council is looking for a provider/s who will work with them to develop quality services that offer flexibility, are responsive to people’s need and allows the Council to provide services for people with an eligible social care need. These services are generic to include Learning Disability and people with Physical Disabilities – the potential business value is estimated at £500,000 per annum. The required service will provide the following: • respite for people with an eligible social care need; • support people who are 18+ who have either a physical or learning disability; • undertake a joint needs assessment with Social Care Staff and devise an appropriate care plan; • support with communication, social care and social integration; • support of any other agreed task that meets the Service User's needs and outcomes which are identified in their care plan; • cover an area or areas of Cornwall where the Council does not currently run respite services.
